우리나라 지역경제의 총요소생산성 결정요인 분석

The Analysis of Determinants of Total factor productivity in Korean Regional Economy: Employing Malmquist Index and Barro's Government Expenditure Model

본 연구는 총요소생산성과 지방정부의 역할이 지역경제 성장에 기여하고 있는지 여부를 분석하고 이와 함께 총요소생산성 결정요인을 추정하여 우리나라 지역경제 성장에 대한 시사점을 제시하고자 한다. 분석을 위해 첫째, Malmquist 생산성지수를 이용하여 총요소생산성을 분석한다. 둘째, Barro의 정부지출 생산함수식을 이용한 2SLS 분석을 통해 총요소생산성과 지방정부지출이 지역경제성장에 기여하는지 여부를 살펴보고, 마지막으로 총요소생산성 결정요인을 분석한다. 실증분석결과, 첫째, 지역의 총요소생산성은 분석기간인 2001년부터 2009년까지 연평균 1.52% 증가한 것으로 분석되었으며, 총요소생산성 증가 요인은 기술진보 측면에서 보다 생산요소의 적정한 규모화와 효율적인 사용측면에 기인하는 것으로 분석되었다. 둘째, 생산요소인 노동, 자본과 총요소생산성이 지역경제성장에 긍정적인 기여를 하는 것으로 분석되었으나 지방정부지출은 지역경제성장에 기여하지 못하는 것으로 나타났다. 셋째, 지역경제성장에 긍정적인 요인으로 분석된 총요소생산성의 결정요인으로는 지역내총생산증가율과 인적자본의 대용변수인 대학졸업이상종사자비중이 양(+)의 영향을 보이는 것으로 분석된 반면 기술혁신자본 변수로 사용된 연구개발투자비증가율과 연구개발인력은 통계적으로 유의한 결과를 얻지 못하였다. 이러한 분석결과를 종합해 볼 때 지역경제성장에 대해서 지방정부의 역량강화와 효율성을 증대시키기 위한 노력이 필요하며, 연구개발투자의 효율적 운영과 더불어 기술혁신을 통한 기술진보 노력이 필요할 것으로 보인다.

The purpose of this study is to analyze the total factor productivity(TFP) and determinants for 16 Korean major cities and provinces in a period of 2001-2009. In addition, we were also interested in whether the local governments have contributed to local economic growth. In methodology, Malmquist Index method was used for the TFP measure and Barro's Government expenditure model was used for measuring whether TFP and local governments have contributed to local economic growth. We found the following results: (1) Total factor productivity of korean major cities and provinces marked an average annual increase of 1.52% during 2001-2009. (2) TFP of 16 Korean major cities and provinces had positive effects on local economic growth in a period of 2001-2009, on the other hand, government services did not have statistical significance. (3) The major determinants of TFP : growth rate of GRDP and education level of labor play positive role in regional total factor productivity. There are, however, no relationship between other variables and TFP.
