보금자리 주택정책의 제도적 개선 방안

A study on the improvement of Bogeumjari housing policy in Korea

보금자리 주택정책으로 인해 수요자 중심의 다양한 임대주택 형식의 공급과 저렴한 분양가 공급으로 무주택 서민에게 주택마련 이라는 긍정적인 효과는 분명히 있다 하겠다. 다만 순수한 보금자리주택지구와는 달리 보금자리전환지구에 대하여는 보금자리주택의 주택공급물량 확보만을 위해 제도적 보완장치 없이 사업추진하게 되어 무주택 서민에게 돌아갈 혜택은 축소되어질 수밖에 없었다. 제도개선을 위해선 우선 전환지구에 대한 기존에 계획되었던 주택계획 세대수 충족, 도시개발 개념 유지, 추가적인 분양가 인하방안이 마련된 전환이 선행되어야 한다. 이번 연구에서 고양지축 보금자리 전환지구에 계획된 주택계획, 분양가격, 간선시설비 부담, 도시공간계획은 보금자리지구 전환정책으로 인해 기존 국민임대지구의 장점이 줄어드는 사례로 적극적인 제도개선이 필요한 것으로 분석되었다.

The Bogeumjari housing policy has a positive effect of the arrangement of housing for the homeless masses by supplying various forms of rental houses centering on users and supplying at cheap selling prices. But, the business for the Bogeumjari changeover sites came to be conducted without a systematical complementary equipment only for the security of the amount of housing supply of Bogeumjari-housing not like for the pure Bogeumjari-housing sites and thus the benefits for the homeless masses had to be reduced. In order to improve the system, first, the changeover should be conducted with the satisfaction of the number of households of housing plans, the maintenance of the city development concept and the additional selling price reduction plan that were planned previously. The housing plan, the selling price, the burden of main facilities cost and the urban space plan that were planned in the Goyang Jichuk Bogeumjari changeover sites are the case in which the strong points of the existing national rental sites were reduced by the Bogeumjari sites changeover policy, and thus it was analyzed an active improvement of system is needed
