경제자유화가 자본형성에 미치는 영향평가에 관한 기존 연구들로부터는 그 연구결과의 다양성으로 인해 정책적 시사점을 도출하기가 쉽지 않다. 이러한 어려움은 기존 연구들이 경제자유화의 영향을 평가할 때 경제의 다면성을 평가할 수 없는 단일 측정치를 사용하여 경제자유화를 평가하고 있기 때문이다. 따라서 본 연구는 이러한 기존 연구의 한계점을 해결하기 위해 경제자유화를 10개 부문으로 나누고 이들 부분의 역동적인 효과와 더불어 사례연구의 대상인 아시아 16개국의 이질성과 해당 국가의 내재적 특성을 고려하여 경제자유화의 자본형성 영향을 평가하기 위해 GMM기법을 활용하여 1995-2009년의 자료를 분석하였다. 실증연구결과 총자본형성은 기업경영의 자유, 교역, 통화, 투자, 재정, 재산권, 그리고 반부패와 같은 7개 부문에서 국가 역량에 크게 영향을 받음이 드러났다. 그러나 회계의 자유나 또는 정부의 재정규모는 자본형성에 영향을 미치고 있음이 밝혀지지 않았다. 전체적으로 볼 때 본 연구는 경제자유화의 모든 부문이 자본형성에 동일하게 영향을 미치고 있지 않음을 보여주고 있다. 따라서 본 실증연구 결과는 한 국가가 경제자유화 개혁을 위한 조치를 취해야 할 것인지 말 것인지 그리고 취해야 한다면 어떠한 경제조치를 취해야 할 것인지를 보여주고 있다고 하겠다.
Previous studies analyzed the impact of economic freedom on capital formation and documented mixed results that make it difficult to draw policy recommendations. The main reason for such mixed results is the choice of a single aggregate measure of economic freedom which is most unlikely to capture all dimensions of economic freedom. This study therefore fills the gap by disaggregating economic freedom into ten categories and employing the GMM estimation method not only to account for dynamic effects but also to account for the potential endogeneity of regressors as well as heterogeneity across a panel of 16 Asian countries over the period 1995 to 2009. The empirical results reveal that gross capital formation is highly influenced by the country's ability to enhance freedom in business, trade, monetary, investment, finance, property rights, and freedom from corruption. However, no evidence was found for either fiscal freedom which is a measure of a tax burden imposed by government or the size of government expenditure to influence fiscal capital formation. The results overall suggest that not all the elements of economic freedom are equally important to trigger capital formation. This empirical analysis and the findings are mainly aimed not only to explain whether or not countries should undertake economic freedom reforms in general; but it mainly suggests what kinds of economic freedoms should be addressed.
