외국인직접투자가 울산경제에 미친 영향 분석

An Analysis of Impact of Foreign Direct Investment on the Ulsan economy

본 연구에서는 울산지역내 외국인직접투자의 결정요인과 울산경제에 미치는 영향을 분석하였다. 외국인직접투자의 결정요인을 분석하기 위하여 1970년부터 2011년까지의 전국 경제 시계열자료와 1998년부터 2010년까지의 울산 경제 시계열자료를 사용하였다. 분석 결과 국내총생산(GDP), 지역내총생산(GRDP), 전국수출입, 울산수출, 실질실효환율 등의 일반 설명변수로는 울산지역 외국인직접투자의 변동을 충분히 설명할 수 없음을 밝혔다. 한편 지역내총생산(GRDP), 실질실효환율의 변동이 울산 외국인직접투자로 형성된 자본량에 정(+)의 영향을 미치고 있음을 확인했다. 그리고 생산함수를 이용하여 울산지역 외국인 자본량을 추정하였는데, 추정된 자본량은 적정치의 11% 수준이었다. 이는 1960년대부터 급성장하여 국내 최대의 산업단지로 발전한 울산경제를 고려할 때 외국인직접투자의 역할은 상당히 미약하였음을 의미한다. 외국인직접투자 증대가 지역 노동시장에 미치는 영향도 분석하였다.

This paper investigates the optimal level of foreign capital stocks and the determinants of foreign direct investment in Ulsan. The foreign direct investment, foreign capital stock, and production functions in Ulsan city are respectively estimated. The estimation results show that the impacts of GDP, GRDP, export volume, real effective exchange rate, and GDP growth rate on the foreign direct investment are positive but statistically insignificant. Furthermore, it shows that the actual foreign capital stock has been accumulated to be less than 11% of the optimal level of foreign capital stock. This paper concludes that Ulsan economy could grow much faster on the condition that Ulsan welcomes more foreign direct investment in the future.
