지역고용을 위한 지역전략산업의 교육·훈련 체계의개선에 관한 연구

On the education and training system of Jeonbuk Province strategic industries: Mainly on Jeonbuk Province

경제 양극화, 자본집약화, 경제의 불확실성 증대에 따른 실업과 고용문제가 심각해지고 있다. 이러한 환경속에서 전라북도는 4대 전략산업을 선정하고 이 분야에 대한 교육·훈련 사업을 통해 일자리 창출에 많은 힘을 기울여 많은 성과를 거두고 있다. 그럼에도 불구하고 다음과 같이 여러 가지 면에서 개선할 점들이 발견되고 있다. 첫째, 전북 전략산업의 전국평균이나 전북지역을 기준으로 본 고용유발효과, 생산파급효과, 부가가치창출효과가 전국평균보다 매우 낮은 나타나고 있으므로 이 산업들에 대한 산업구조적인 측면, 노동시장의 이중적 구조 존재 여부, 제품의 라이프-사이클 측면, IO분석 등 다양한 검토와 분석, 그리고 대책수립이 이루어져야 한다. 둘째, 전략산업별 교육·훈련이 분야별로 구체적이고 전문성에 의한 일자리의 분류와 일자리의 특성에 따른 단계별 체계적 인력수급계획의 수립이 필요하다. 셋째, 사업 분야별 교육·훈련비의 편차가 매우 크므로 효율적인 교육·훈련비에 대한 분석과 대책수립이 이루어져야 한다. 넷째, 인적자원개발과 일자리정책의 통합운영이 필요하다. 다섯째, 인적자원개발에 관련된 유관기관들의 연계 협력이 이루어져야 한다. 여섯째, 지역의 전략산업 인력에 대한 수급 불일치문제를 협의, 조정, 통제할 수 있는 협치(Governance)기구의 설치·운용되어야 한다.

Because of economic bi-polarization, capital integration, increasing the uncertainty of the economy, employment and job creation have become a very important problem. In these environments, Jeonbuk Province selected four strategic industries and planed and did education and training for unemployed people in this area, and raised many ​​job creation. Nevertheless, I propose the following improvements for more job creation. First, induced effects of this employment, production impact, added value effect of Jeonbuk Province strategic industries appears below the national average. So, we have to analysis and review the industrial structure and the dual structure of labor mark, Influence of the product life-cycle aspects, IO analysis, and the measures should be established. Second, according to the characteristics of the job, step-by-step and systematic planning of manpower supply is needed. Third, the education and training costs of Jeonbuk Province strategic industries have very large deviations, we have to analyze these costs and training expenses, and measures established for effective education. Fourth, the integrated operations of human resources development and employment policy is necessary. Fifth, the co-operation of relevant agencies involved in human resources development should be performed. Sixth, we have to manage the Governance organization for dissolving the mismatch between supply and demand in the labor market of Jeonbuk Province strategic industries.
