성남시 젠틀리피케이션 발생 및 대응방안

A Study on Gentrification in Seongnam City and It's Countermeasures

본 연구는 성남시 젠트리피케이션 발생원인 및 성남시의 젠트리피케이션 대응방안을 제시하고자 하였다. 종합적인 대응방안은 다음과 같다. 첫째, 도심 재개발, 재건축, 주거환경 개선사업 등에 의한 물리적 환경개선뿐만 아니라 도심산업, 문화, 자치활동 등을 포함하는 종합계획기본지침서 마련이 필요하다. 둘째, 도심주변의 주거지 정비 및 정주환경 개선이 필요하다. 셋째, 역사문화 보전과 도심재활성화 양자의 조화가 필요하다. 넷째, 성남시의 전통적인 기능과 주거기능을 혼합하기 위해 복합용도시설의 개발이 필요하다. 다섯째, 성남 Plus 협동조합 설립이 마련되야 한다. 여섯째, 민관협의체 구성 및 지역주민 의견수렴을 위한 지역별 공청회를 개최해야 한다. 일곱째, 젠트리피케이션 해결을 위한 조례 제정이 필요하다. 마지막으로 지역 앵커시설 신설 및 운영을 통한 지역정체성 보존이 필요하다.

This study seeks to identify the reasons and countermeasures for gentrification in Seongnam city. The comprehensive countermeasures are as follows. First, a general guide for a comprehensive plan which covers not only the physical environment improvement such as inner-city redevelopment, reconstruction, residential environment improvement project, but also the urban industry, culture, and self-governing activities is needed. Second, housing regeneration and residential environment improvement around the city are necessary. Third, a balance between historical culture preservation and urban regeneration should be achieved. Fourth, a multi-use complex that blends both traditional and housing features of Seongnam city should be developed. Fifth, Seongnam Plus Cooperative Association should be established. Sixth, a public hearing must be held in order to organize a public-private consultative body and to collect opinions of residents. Seventh, regulations should be established in order to resolve gentrification. Lastly, regional identity should be preserved through establishment and operation of new regional anchor facilities.
