경기지역 시군별 전략산업과 고용 변화

Strategic industries and changes of their workers in cities and countries of Gyeonggi Province

본 연구의 목적은 입지계수와 특화지수 통계지표를 활용하여 경기지역의 시군별 전략산업을 판별하고 이러한 지역 전략산업의 고용 변화를 측정하여 전략산업의 파급효과를 분석하는 것이다. 전략산업 판별에는 통계청의 2013년 지역소득(GRDP) 통계와 2014년 사업체 통계를 사용하였다. 고용 변화 분석에는 2006년부터 2014년까지 사업체조사의 종사자 통계를 이용하였다. 주요 연구 내용을 요약하면 다음과 같다. 첫째, 경기지역 31개 시군 중 24개 지역에서 1개 이상의 전략산업이 존재하는 것으로 나타났다. 제조업이 지역 전략산업으로 판별된 시군은 화성, 평택, 시흥, 안산, 김포, 파주, 이천, 양주, 포천, 안성, 광주 등 11개 지역이며, 도매 및 소매업이 전략산업으로 판별된 시군은 하남, 광명, 고양, 구리, 남양주, 의정부, 광주 등 서울과 인접한 7개 지역이다. 둘째, 지역 전략산업의 고용 증가는 해당 지역의 고용 증가뿐만 아니라 경기지역 전체의 고용 증가에도 크게 기여하였다. 실제 화성, 파주, 성남, 안산, 김포, 광주, 수원, 안성에서는 2006년부터 2014년까지 해당 지역의 전략산업에서 고용이 1만명 이상씩 늘어났다. 셋째, 사례 연구에서도 지역 전략산업에서의 고용이 크게 증가한 것으로 나타났다. 반월․시화 산업단지의 경우에 금속가공제품, 전자부품·컴퓨터·영상·음향·통신장비, 기계장비 특화업종에서만 고용이 2만 2천명 및 6천명 정도 늘어났다. 판교 테크노밸리에서는 IT관련 성남시의 전략산업인 출판·영상·방송통신 및 정보서비스업에서 고용이 2010년부터 2014년까지 4년간 약 2만 4천명 증가하였다. 마지막으로 회귀분석 결과에 따르면 지역 전략산업에서의 고용 증가는 인구유입을 유발하고, 음식점업과 개인서비스업의 고용을 증가시키는 것으로 나타났다. 통계적으로는 지역 전략산업의 고용이 100명 증가하면 장기적으로 인구유입이 300명 이상 유발되는 것으로 추정되었다.

The aim of this study is to identify regional strategic industries according to statistical indicators such as Location Quotient and Regional Weighted Specification Index, and to measure changes of workers in these strategic industries and analyze their spread effect. A strategic industry was identified with statistical indicators based on 2013 Gross Regional Domestic Product(GRDP) and 2014 Establishment Statistics which are used for analyzing changes in workers from 2006 to 2014. The major results of this study can be summarized as follows. First, one strategic industry was identified at the very least in 24 regions among 31 cities and countries of Gyeonggi Province. A strategic industry of 11 regions such as Hwaseong, Pyeongtaek, Siheung are identified to be a manufacturing industry. And A strategic industry of 7 regions adjacent to Seoul such as Hanam, Goyang, Gwangmyeong was identified to be retail and wholesale services. Second, changes of workers in regional strategic industries made great contributions to changes of workers in corresponding regions and Gyeonggi Province. Actually, in Hwaseong, Paju, Seongnam, Ansan, Gimpo, Gwangju, Suwon and Anseong, workers in strategic industries were increased more than 10,000 from 2006 to 2014. Third, two case studies confirmed in Banwol & Sihwa industrial complex and Pangyo Techno Valley that workers in strategic industry was increased in a large scale. Finally, according to the results of statistical regression analyses, increasing workers in strategic industry motivated the inflow of people, and led to increases of workers in restaurant and personal services in corresponding regions.
