사행산업 사업장의 지역 주택시장 및 주민 후생 영향과 레저세 시사점

Gambling facilities and welfare consequences

경마·경륜·경정 사업장의 많은 방문자로 인해 주변지역 거주환경이 악화한다는 우려가 존재한다. 그러나 문헌에서는 사업장의 주변지역 영향에 관한 실증적 연구가 거의 이루어지지 않은 상황이다. 이에 본 논문은 경마·경륜·경정 사업장이 주택가격에 미치는 영향을 추정하고 주민 후생 영향을 분석한다. 헤도닉가격 방법론에 근거해 사업장의 주택가격 영향이 사업장에 대한 주민의 한계지불용의를 시사한다는 점을 이용하였다. 분석 결과, 사업장은 인근 주택가격에 부정적 영향을 미치는 것으로 나타났으며, 장외발매소 주변지역의 주민 후생비용 규모가 본장 주변지역보다 큰 것으로 분석된다. 정책적 시사점으로서, 사업장 외부불경제 관련 지방세인 레저세의 개선방향에 관한 의견을 제시하였다.

Despite of a concern for negative externalities of gambling facilities on the residential quality of the surrounding area, this topic has been little studied in the literature. Thus, this paper empirically investigates the welfare consequences of gambling facilities by using local housing markets. The results show that the facilities have a negative effect on the price of nearby houses, meaning that local residents have negative willingness-to-pay for gambling facilities. My estimates suggest that the size of a welfare loss is far greater in the adjacent area of branch facilities than that of main facilities. I discuss the policy(leisure tax) implication of the results.
