[서평] 지역학의 철학적 토대와 방법론

Philosophical Foundations and Methodology of Glocal Studies: Book review of <<Declaration of liberation of philosophy and culture in the glocal era - Perspectives and search for global humanities>> (written by Park Chi-wan, published by Mosin people, 2021)

본고는 지역연구와 정책개발 등 다양한 분야에서 많이 쓰이고 있는 글로컬, 글로컬리즘, 로컬러티 등의 개념과 의미에 주목하여, 박치완의 저서 『글로컬 시대의 철학과 문화의 해방선언』 내용을 살펴보았다. 저자는 글로벌 보편지식으로서의 철학과 글로벌 문화란 존재하지 않으며. 모든 철학과 문화는 로컬에 기반한다고 주장한다. 그리고 ‘모든 로컬(all the locals)’이 각기 세계의 중심이 되는 시대적 요청에 부응하여 각자의 자신의 위치에서 지식의 다양성, 문화의 다양성이 꽃필 수 있도록 노력하자고 제안하고 있다. 이는 자본화, 도시화, 세계화가 급속도로 이루어지면서 ‘지역-로컬’이 망각되고 소멸되어 가는 곳, 장소의 상실과 개인의 상실로 말미암아 “스스로를 발견하기 어려운 곳”이 되어, 그 자존감의 붕괴로 세계에서 가장 높은 자살률을 보여주는 곳, 이 대한민국에서는 특히 철학적 의미가 깊다. 저자는 모든 철학은 본질적으로 ‘지역-학’일 수밖에 없음을 y=f(x)라는 일차함수를 통해 설명하면서 지역성, 상대성의 x값이 0이면 y값이 0이듯 상대성, 지역성이 없는 보편성은 존재하지 않음을 보여준다. 그리고 이제는 보편성의 허구로 포장된 서구의 철학적 시선이 아니라 우리 자신의 지역, 장소, 풍토와의 직접적인 경험을 통해서, 자발적 창조적 시선으로 x값을 창출해야 한다고 강조한다. 이 책은 지역의 정체성이 점점 소실되고 식민성은 더욱 강화되는 현실에서, 이를 타개하기 위한 실천적 전략의 이념적 토대와 좌표를 제공하는, 지역학의 철학적 토대와 방법론으로서의 의미가 있다.

This paper focused on the concepts and meanings of glocal, glocalism, and locality, which are widely used in various fields such as regional(local)-study and policy development, and examined the contents of Park Chi-wan's book, 『Philosophy and Cultural Liberation Declaration in the Glocal Era』. The author argues that there is no such thing as philosophy and global culture as global universal knowledge, and that all philosophy and culture are based locally. And he proposes that ‘all the locals’ strive to ensure that diversity of knowledge and culture can flourish in their respective locations in response to the demands of the times where each becomes the center of the world. This proposal has particularly deep philosophical significance in Korea. This is because, as capitalization, urbanization, and globalization occur rapidly, the ‘region-local’ is being forgotten and disappearing, and it is a place where the collapse of self-esteem easily occurs due to loss of place and loss of individuality. The author explains through the linear function y=f(x) that all philosophy is essentially a 'regional(local)-study', and that just as the x-value of locality and relativity is 0, the y-value is 0, universality without relativity and locality shows that it does not exist. In addition, he emphasizes that the x-value should be created with an independent creative perspective through direct experience with our own region, place, and climate, not from a Western philosophical position. This book is significant as a philosophical foundation and methodology for regional studies that provides an ideological foundation and coordinates for practical strategies to overcome this reality in a reality where regional identity is gradually being lost and colonialism is further strengthened.
