우리나라의 폭력적 극단주의 위험성에 따른 대응에 관한 연구

A Study on Responses to the Risk of Violent Extremism in Korea

최근 국내에서 유명 정치인들이 연이어 괴한으로부터 습격을 당하여 우리 사회가 충격에 빠졌다. 여성 국회의원을 공격한 가해자 A 군은 미성년자인 15세로서 충격이 더 크다. 유사한 사례가 외국에서도 발생이 되고 있다. 정치인에 대한 갑작스러운 공격은 일반 국민에게 충격을 주고 민주주의의 위기를 초래한다. 왜냐하면 민주주의는 자신과 의견이 다르더라도 대화를 통해 합의점을 찾아가야 하고, 이 과정에서 양보와 타협이 존재한다. 이러한 평화적인 해결 방법을 활용하지 않고 그냥 물리적 공격을 가하는 것은 누구에게도 도움이 되지 않는다. 그냥 개인적인 일탈이고 분노와 증오를 발산하는 범죄행위에 불과하다. 민주사회에서는 표현의 자유가 누구에게나 보장이 되어있으며, 이를 보장하는 제도적 절차도 마련되어 있다. 그런데 그러한 절차를 지키지 않고 물리적 해결책을 찾는 것은 답이 아니라는 것이다. 더욱이 그러한 사건이 연속해서 발생이 되는 우리 사회의 구조적 환경에도 문제가있다. 이러한 문제를 해결하기 위해서는 우리 사회 내 뿌리 깊이 만연된 폭력적 극단주의에 대한 위험성을 파악하고 이에 대한 근본적인 대응 방안을 세워야 한다. 이는 정치권뿐만 아니라 지역사회, 학계, 언론계 등 다양한 계층에서 통합된 노력을 해야 한다. 폭력적 극단주의 확산을 예방하기 위해서는 기존의 국가 중심의 대응이 아닌 전 사회적 문제로 인식하고 정부, 기업, 학교, 시민단체가 통합된 노력으로 해법을 찾아야 한다는 주장이 설득력을 얻고 있다. 이에 본 연구는 폭력적 극단주의 사건이 우리에게 시사하는 바를 찾아내 보고 유사한 사건의 재발 방지로 국민의 생명을 지키고 안전한 사회를 만들기 위해 제언을 하고자 한다. 연구 결과를 종합하여 폭력적 극단주의 사건 재발 방지를 위해 첫째, 위기청소년을 건전한 시민으로 육성하고 둘째, 우리 사회에 만연한 증오와 갈등을 해소하기 위한 통합된 노력이 필요하며 셋째, 정치인 등 사회 저명인사에 대한 신변 보호를 강화해야 한다는 것이다. 본 연구는 폭력적 극단주의 사건에 대한 분석을 통해 사실관계 파악의 한계가 있음에도 불구하고 원인을 진단하고, 대책을 제시했다는 데 의미가 있다. 앞으로도 지역사회의 다양한 사회적 갈등과 이념 문제 등 폭력적 극단주의 행동 발현을 예방하기 위한 후속 연구가 계속되어야 할 것으로 생각한다.

Recently, famous politicians in Korea were attacked by assailants one after another, shocking our society. Moreover, the shock is even greater because the perpetrator who attacked the female member of the National Assembly, A, was a 15-year-old minor. Similar cases are occurring in foreign countries as well. Sudden attacks on politicians shock the general public and lead to a crisis in democracy. This is because in democracy, even if opinions differ from one's own, a point of agreement is found through dialogue, and in this process, concessions and compromises exist. Simply launching a physical attack without using these peaceful solutions does not help anyone. It is simply a personal deviation and a criminal act that vents anger and hatred. In a democratic society, freedom of expression is guaranteed to everyone. There are various systems in place to do that. However, finding a physical solution without following such procedures is not the answer. The problem is the structural environment of our society in which such incidents continue to occur. Therefore, we need to understand the circumstances under which such actions can only be carried out boldly. We must identify the dangers of violent extremism that is deeply rooted and widespread in our society and seek fundamental remedies and countermeasures against it. Efforts to achieve this require integrated efforts from various levels, including not only the political world but also the local community, academia, and the media. The argument that in order to prevent the spread of violent extremism should be recognized as a whole-of-society problem rather than the existing state-centered response and that solutions should be found through integrated efforts of the government, businesses, schools, and civic groups is gaining persuasiveness. Therefore, this study was conducted with the purpose of deriving lessons from this incident, identifying diagnosis and countermeasures for it, and preventing recurrence of similar incidents to protect people's lives and create a safe society. Measures derived from this study include: first, nurturing youth into sound citizens; second, integrated efforts are needed to resolve the hatred and conflict prevalent in our society; and third, strengthening personal protection measures for prominent social figures such as politicians. It has to be done. This study is meaningful in that it diagnosed the cause and proposed countermeasures despite the limitations of understanding the exact facts of the actual incident. It is believed that follow-up research on integrated efforts to prevent violent extremism in local communities should continue in the future.
