존재론적 안보 관점에서 분석한 사우디아라비아의 소프트 파워 전략

Saudi Arabia’s Soft Power Strategy Analyzed from the Perspective of Ontological Security

본고는 무함마드 빈 살만(Muhammad bin Salman) 왕세자의 등장을 기점으로 사우디아라비아가 소프트 파워 전략을 본격적으로 추구하기 시작한 원인을 구성주의적 관점에서 분석하는 것이 목적이다. 이를 위해 연구의 분석틀로 존재론적 안보(ontological security)를 사용했다. 사우디아라비아는 존재론적인 관점에서 전기적 연속성(biographical continuity)을유지하며 왕가의 존속과 국가 통합이라는 국익을 도모하기 위해 국가정체성의 수정을 동반한 소프트 파워 수립을 지속할 것으로 보인다. 이와 더불어 온건 이슬람주의, 세속적 민족주의, 경제 다변화 국가라는 새로운 국가정체성을 확립하는 과정에 있는 것으로 분석된다. 이는 사우디아라비아가 존재론적 안보 이론으로 설명하기 적합한 사례임을 증명한다.

The purpose of this paper is to analyze the reasons for Saudi Arabia's pursuit of a soft power strategy since the rise of Crown Prince Muhammad bin Salman from a constructivist perspective. To do so, this paper utilizes ontological security as an analytical framework. From an ontological perspective, Saudi Arabia is likely to maintain biographical continuity and continue to build soft power with the modification of its national identity to promote its national interests of royal family survival and national unity. Saudi Arabia is analyzed to be in the process of establishing a new national identity as a moderate Islamist, secular nationalist, and economically diversified state. This proves that Saudi Arabia is a suitable case to be explained by the ontological security theory.
