기초지방자치단체 지역문화재단의 사업 우선순위 설정에 관한 연구 - 제도주의적 관점에서 계층화 분석법의 적용을 중심으로

A Study on the Prioritization of Projects in Local Cultural Foundations - The Application of the Analytic Hierarchy Process from an Institutional Perspective

본 연구에서는 다기준 의사결정 방법론 중 하나인 계층화 분석법(AHP)을 활용하여 한국 기초지방자치단체 지역문화재단의 운영과 사업 추진에서의 우선순위 설정을 역사 적 제도주의, 사회학적 제도주의, 합리적 선택 제도주의 관점에서 탐구한다. 본 연구 의 목적은 제도주의가 제공하는 이론적 함의에 입각하여 기초지방자치단체 지역문화재 단 종사자들의 의사결정에 대한 통찰을 제공하는 것으로 다음과 같은 기여를 하고자 한다. 본 연구는 다층적인 의사결정 과정 분석에 있어 AHP 적용 가능성을 실증함으로 써 첫째, 제도주의와 문화행정⋅문화정책에 관한 학술적 논의에 기여하고, 둘째, 한국 지역문화재단의 환경⋅상황⋅조건에 적합한 의사결정이 이루어질 수 있도록 지원하는 통찰을 제공함으로써 실무적으로도 기여한다. 따라서 본 연구는 한국의 지역문화 진흥 을 위한 의사결정을 분석하는 데 학술적⋅실무적 도움이 될 것으로 판단된다.

This study investigates the prioritization in the operation and project implementation of South Korean local cultural foundations using the Analytic Hierarchy Process (AHP), a multi-criteria decision-making methodology. The purpose of this research is to provide insights into the decision-making processes of local cultural foundation personnel, grounded in the theoretical implications of institutionalism, including historical institutionalism, sociological institutionalism, and rational choice institutionalism. The contributions of this research are twofold: first, it demonstrates the applicability of AHP in multi-layered decision-making analysis, contributing to academic discourse on institutionalism and cultural administration and policy; and second, it offers practical insights to facilitate decision-making processes suitable for the environmental, situational, and conditional contexts of South Korean local cultural foundations. This study is anticipated to be academically and practically beneficial in analyzing decision-making for the promotion of regional culture in South Korea.
