Does Contracting Out Matter to Local Performance Results in the Post-COVID-19?

본 연구는 민간위탁이 정부성과에 미치는 영향과 코로나 19 같은 재난상황에서의 민간위탁의 역할에 대해 실증적으로 분석하였다. 연구모형에서 종속변수는 중앙정부에서 지방자치단체를 평가하는 생산성지수, 지방자치단체가 자체적으로 평가하는 성과목표 달성도, 지자체 구성원 역량 및 행정서비스를 시민이 평가하는 만족도를 포함한다. 또한 독립변수로는 지방자치단체의 인구 1인당 민간위탁 사업의 세출과 코로나 19 시기인 2019년에서 2021년까지를 더미변수로 활용하였다. 연구결과 동적패널모형에서는 인구 1인당 민간위탁 세출액과 중앙정부성과평가와 시민성과평가 결과가 유의하게 음의 방향이었다. 즉, 지방자치단체의 민간위탁 사업은 중앙정부성과평가와 시민의 성과평가에 부정적인 영향을 주었다. 코로나 19의 경우 중앙정부성과평가 결과에는 유의하게 음의 방향이었으나 지자체 성과평가에는 유의하게 양의 방향이었다. 코로나 19 이전보다 이후에 중앙정부성과평가가 더 낮았으나 지자체의 성과평가 결과는 더 높았다. 상호작용항 모형에서는 인구 1인당 민간위탁 세출액은 중앙정부성과평가와 시민성과평가 결과와 음(-)의 관계가 이전시기보다 코로나 19 현재 시기에서 더 강화되고 있다.

Studying the relationship between contracting out services and government performance during COVID-19 remains underexplored. We aims at investigating the effect of contracting out to government performance results as well as at comparing this effect between the pre and COVID-19 period. This study considered three dimensions of government performance including internal assessment, external assessment, and citizen assessment. We utilized these dimensions as the dependent variables, and also per capita contracting out expenditures as the independent variable. The results show that contracting out services has significantly negatively effects on internal assessment and citizen assessment scores. Further, COVID-19 weakens these effects. The findings support the theoretical issue where contracting out may generate transaction costs for governments to monitor and direct external service providers.
