중국의 대기오염의 사회적비용 추계

Estimating the social costs of air pollution in China: The case of BTH regions

경제발전에 따라 환경오염은 심각한 문제로 대두되고 있다. 경제발전 수준이높아짐에 따라 대기오염, 수질오염, 토양오염 등 여러 가지 모순들이 나타나고있다. 중국의 경제발전 역시 환경오염이 심각한 모순으로 대두되고 있다. 본 연구는 중국의 화북지역 중 북경시, 천진시 그리고 하북성을 대상으로 대기오염으로 인한 사회적 비용을 추계하고 있다. 본 연구는 기존의 연구들을 바탕으로대기오염으로 인한 사회적 비용을 추계하기 위한 세 가지 범주를 도출하였다. 첫째는 대기오염에 의한 의료비용 지출, 둘째는 대기오염 대응을 위한 지출비용 그리고 셋째는 탈석탄화 비용지출이다. 추계결과에 의하면 총인구수를 기준으로 하면 대기오염에 의한 북경시의 사회적 비용은 2021년 GDP의 1.62%이고15세 이상 인구를 기준으로 하면 1.49%가 된다. 대기오염에 의한 천진시의 사회적 비용은 2021년 GDP의 2.58%이고 15세 이상 인구를 기준으로 하면 2.36% 이다. 하북성의 경우는 각각 7.96%와 6.81%이다. 본 연구를 통해서 중국의 화북지역의 대기오염이 심각하고 또한 사회적 비용이 상당히 크다는 것을 발견하였다.

With economic development, environmental pollution is emerging as a serious problem. As the level of economic development increases, various contradictions such as air pollution, water pollution, and soil pollution are appearing. Environmental pollution is also emerging as a serious contradiction in China’s economic development. This study estimates the social costs due to air pollution in Beijing municipality, Tianjin municipality, and Hebei Province of China. Based on existing studies, this study derived three categories to estimate social costs due to air pollution. The first is medical expenses caused by air pollution, the second is the expenses to respond to air pollution, and the third is the expenses for decoalization. According to the estimation results, based on the total population, Beijing’s social cost due to air pollution is 1.62% of GDP in 2021, and 1.49% based on the population aged 15 or older. Tianjin’s social cost due to air pollution is 2.58% of GDP in 2021 and 2.36% based on the population aged 15 or older. In the case of Hebei Province, they are 7.96% and 6.81%, respectively. Through this study, we discovered that air pollution in North China is serious and the social costs are significant.
