최현은 임진왜란이 일어나자 해평을 중심으로 의병을 일으켰다. 임진왜란으로 지역 사회가 극도로 황폐해지자 둔전차사로서 지역 농민들의 삶을 돌보았다. 광해군 대에는 동지사의 서장관으로 조천 사행을 가면서 여진족의 동향과 함께 요동에서의 성채 모습이나 요충지, 그리고 봉수대의 운영 등을 파악해 보고했다. 돌아온 후에는 평안도 암행어사로 파견되어 압록강 지역에서의 방비 태세에 대해 조사했다. 광해군은 이러한 그의 능력을 높이 사서 양남 지역 수군의 방비 태세를 살펴보도록 했다. 광해군 대 말기에는 폭정을 보고서 낙향해 있다가 인조반정 후 다시 관리가 되어 강원도관찰사를 역임했다. 최현이 지역에 있을 때는 향현의 서원 추가 배향을 추진하거나 별묘 창건을 주도하는 추숭 사업을 벌여나가기도 했다. 최현의 이러한 활동상을 보면 세상의 문제들을 실제로 부딪쳐가면서 해결해 나가려고 하고 있다. 최현이 살았던 시기는 조선 건국 후 누적되었던 내부 문제점이 차츰 노정되고 또한 준동하던 외부의 세력이 이제 공격적으로 침략해 오던 때였다. 영남 학계의 일반적인 분위기는 이러한 혼돈의 시기에 향촌에 자정하면서 은거의 삶을 택하는 경우가 많았다. 그러나 최현은 오직 나라와 백성만을 생각한 개명 관료였다. 사회적 제 문제에 직접 뛰어들어 해결책을 모색했던 실용적 인물이었다. 최현은 실용적 개선책을 통해 사회적 혼돈을 줄여나가려 했다. 비록 후대의 혁명적 사회 변화를 꿈꾸었던 사람들과는 차이가 있었으나 당시 조선 사회는 이러한 개선책의 제시조차 쉽지 않은 시대였다. 최현은 조선이 맞이한 한계적 상황에서 온건 개혁의 새로운 방향을 제시한 인물이었다.

The general atmosphere of Yeongnam academia often chose to live in seclusion while hiding in their hometowns during this period of confusion. However, Choi Hyun was a reformist bureaucrat who only considered the country and the people. He was a practical figure who directly jumped into these social problems and sought solutions. Choi Hyun tried to reduce social chaos through improvement measures for social problems. Although there was a difference from those who dreamed of a revolutionary social change in the future, it is not easy for Joseon society at that time to even present these improving policies. Choi Hyun was a person who suggested a new direction for moderate reform in the marginal situation faced by Joseon.
