초중등학교에서의 교육행정정보시스템(NEIS) 활용 AI 서면 민원처리시스템 프로토타입 개발 연구

Development of the AI School Complaint Processing System Prototype Using Education Administrative Information System(NEIS) in Schools

학교에서의 학부모 민원 처리 과정에서 많은 교사들이 어려움을 느끼고 있다. 특히 교사 혼자 감정적 민원을 해결해야 할 때가 많아 교사들의 스트레스가 증가하고 있는 상황이다. 본 연구는 초중등학교에서의 민원 처리를 위한 교육행정정보시스템(NEIS) 활용 AI 서면 민원처리시스템의 프로토타입 개발을 통해 기관 차원에서의 민원 대응으로 교권을 보호하며, 교사의 민원처리를 돕는 데에 목적이 있다. 이를 위해 연구 방법으로 설계·개발연구 방법을 활용하여 선행문헌의 분석, 현직교사(n=21,310)를 대상으로 한 요구분석을 토대로 초기 설계원리를 도출하였고, 2회의 전문가 타당화를 통해 최종 설계원리를 도출하였다. 이후 최종 설계원리를 바탕으로 초기 프로토타입의 개발이 이루어졌으며, 교사(n=16,713)와 학부모(n=95)를 대상으로 사용성 평가를 실시하였다. 최종 프로토타입에 적용된 기능으로는 AI 기술을 기반으로 한 ‘민원 AI 기능’, ‘다양한 접근 경로 확보의 기능’, ‘기관 차원의 단계적 이관 기능’, ‘교권보호의 기능’, ‘심화 상담 확장의 기능’, ‘누가기록 기능’, ‘번역 기능’, ‘디지털 원패스 로그인 기능’이 적용되었다. 본 연구 결과를 통해 공식적인 기관 차원의 대응으로 악성 민원이나 교권을 침해하는 민원의 방지, AI 기능을 적용한 프로토타입 활용으로 민원 처리의 효율성 제고, 더 나아가 NEIS를 활용한 출결 시스템 개발과 학교 행정 업무 경감을 위한 교육공학적 아이디어의 적용에 대한 필요성이 논의되었다.

Many teachers are experiencing difficulties in the process of handling parental complaints in schools. In particular, the stress of teachers is increasing as they often have to resolve emotional complaints on their own. The purpose of this study is to develop a prototype of an AI written complaint handling system using the Educational Administration Information System (NEIS) for handling complaints in elementary and middle schools. For the purpose of the study, design and development research methods were used to develop initial design principles based on analysis of prior literature and needs analysis targeting in-service teachers (n=21,310), and final design principles were developed through two rounds of expert validation. After that, based on the final design principles, the initial prototype was developed, and usability evaluations were conducted for teachers (n=16,713) and parents (n=95). The functions applied to the final prototype include ‘civil complaint AI function’ based on AI technology, ‘function of securing various access routes’, ‘step-by-step transfer function at the institutional level’, ‘function of protecting teachers rights’, ‘function of deep counseling’, ‘function of record storage’, ‘function of translation’, and ‘digital one-pass login function’. Based on the study findings, the study discussed the need to prevent malicious complaints or parental complaints. In the results of this study, the necessity of applying educational engineering ideas to develop a attendance system using NEIS or reduce school work was discussed.
