농촌지역 기초자치단체의 자살분야 지역안전지수 향상 방안

A Plan for Improvement of Local Safety Index of Suicide Sector for Local Governments in Rural Areas: Focusing on Goesan-gun, Chungcheongbuk-do

이 연구에서는 충청북도 내의 대표적 농촌지역 기초자치단체라 할 수 있는 괴산군의 지역안전지수 중 취약성이 높은 자살 분야에 대한 지역안전지수의 실태와 세부분석결과를 살펴보고 이를 향상시킬 수 있는 정책적 방안을 모색하고자 하였다. 또한 이와같은 연구내용을 통해 자살분야의 지역안전지수 향상을 위해 추진되어야 할 지역사회의 안전문화의 확산과 지역주민의 안전의식 고양을 위한 기본방향을 제시함으로써 향후 자살로부터 괴산군민의 안전을 확보하고 나아가 지역사회의 삶의 질을 향상시킬 수 있는 정책적 추진방안을 제시하고자 하였다. 연구결과 충청북도 괴산군의 자살분야 지역안전지수의 향상과 세부 취약지표의 개선을 위해서는 먼저 괴산군의 「자살예방 및 생명존중 문화조성을 위한 조례」를 개정하고 노인층 자살률 감소를 위한 지원체계를 확대해야 할 것으로 나타났다. 그리고 이를 위한 구체적 방안으로는 노인대상 현금성 복지지원제도 확대와 노인층을 위한 괴산군 차원의 보조금지원제도 발굴 등 경제적 지원체계의 강화되어야 할 것으로 보인다. 또한 소외된 노인들과 취약계층에 대한 주민참여형 보호체계를 확대하여 노인일자리 및 사회활동지원사업을 확충하는 등 노인들의 자립지원체계를 강화하고 정신건강복지센터의 부속기관으로 자살예방센터를 설치하는 지역주민들을 위한 심리적 지원체계를 재정비해야 할 것이다. 아울러 괴산군의 사회복지보건 예산을 확대하여 전국 기초지방자치단체의 평균 수준으로 예산액이 증액되도록 하고 이를 통해 노인층 자살예방에 필수적인 사회안전망 구축을 위한 인프라와 제도개선이 보다 적극적으로 이루어지도록 해야 할 것으로 보인다.

This study aimed to examine the reality of local safety index with detailed result of analysis on the suicide sector which is shown as the most vulnerable indicator out of local safety index of Goesan-gun that is considered a representative local governments in rural area in Chungcheongbuk-do, and seek for solution to improve the foregoing. This study also intended to suggest a political measure to secure safety of the residents of Goesan-gun and improve the quality of life of local communities against suicide in the future by suggesting basic direction for spreading safety culture in local communities and promoting safety consciousness of local residents that need to be carried out for improvement of local safety index in suicide sector through the contents of research. Research result shows that it is necessary to revise the 「Ordinance on Prevention of Prevention of Suicide and Creation of Culture of Respect for Life」and expand support system for reducing suicide of the elderly to improve suicide sector local safety index and specific vulnerable indicators of Goesan-gun, Chungcheongbuk-do. As for specific measures, enhancement of economic support system such as expansion of support system for cashable welfare for the elderly and discover of subsidy support by Goesan-gun are also considered necessary. In addition, support system for independence of the elderly for supplementation of elderly employment and social activities must be enhanced by expanding resident participatory protection system for disadvantaged elderly and vulnerable social groups, and psychological support system for local residents shall also be reorganized by installing a suicide prevention as an affiliated institution. Additionally, the budget must be increased to the average level of local governments across the country by expanding social welfare and health service budget of Goesan-gun, and improvement of infrastructure and system for establishing a social safety net which is indispensible for preventing suicide of the elderly must also be carried out positively through the aforementioned.
