부울경 내 산업연계의 동태적 분석과 광역적 산업정책에 대한 함의

Dynamic Changes in Industrial Linkages between Busan, Ulsan and Gyeongnam and Policy Implications to Strengthen the Industrial Linkages

본 논문은 2005년과 2015년의 지역산업연관표를 이용하여 부울경 지역 간 산업연계의 동태적 변화와 해당 변화가 동남권의 경제성장에 어떠한 영향을 미쳤는지를 분석하였다. 나아가 권역 내 산업연계강화를 위한 정책함의를 도출하고자 하였다. 분석 결과, 첫째, 부울경 간 중간재 및 최종재 거래관계에서 상대적으로 권역내의 거래관계는 약화되었고, 반대로 수도권과의 거래관계는 확대되었다. 이러한 거래관계 변화가 울산에서 가장 두드러지게 나타났다. 둘째, 성장요인분해모형을 활용하여 부산, 울산, 경남의 산업성장 기여도를 추정한 결과, 권역내의 산업연계의 성장기여도 보다는 수도권과의 산업연계 성장기여도가 훨씬 높게 나타났다. 셋째 부울경 간 산업연계를 강화할 경우, 수도권과의 성장률 격차를 줄일 수 있으며, 부울경 간 최종수요의 구매를 증가시키면 산업연계가 강화될 수 있는 것으로 나타났다.

This paper analyzes the dynamic changes in industrial linkages between the regions of Busan, Ulsan, and Gyeongnam using Korean regional input-output tables for year 2005 and 2015, and examines the impact of those changes on the economic growth in those regions. The findings are summarized as followings; Firstly, the transaction of intermediate and final goods between those three regions has been weakened relatively compared to the transactions with the capital region in Korea. Secondly, the estimation of the extended growth factor decomposition model revealed that the economic growth during the considered period contributed by transactions between the three regions has been lower than that of transactions with capital region. Thirdly, it is estimated that strengthening industrial linkages between the three regions could help reduce the gap of economic growth of those regions with the capital region. To enhance industrial linkages, the mutual expansion of local government purchase for other region’s final goods could be one of policy instruments.
