“双百工程”是否实现了乡镇(街道)社工站人才队伍专业化?

广东“双百工程”的提出对于全省乡镇(街道)社工站建设和兜底民生保障工作具有重要促进作用,《“广东兜底民生服务社会工作双百工程”实施方案》提出“打造职业化、专业化、本土化社会工作人才队伍”的政策目标是否实现了,值得理论界和实务界共同探究。文章在梳理现有研究基础之上以广州市N 街社工站为分析案例,发现社工站建设面临着行政逻辑引发社工服务固化、缓解就业导致非专业人才增加、民生保障使得政策制定短期性、行政指标导致专业化路径偏差、普惠服务诱发专业化内容剥离等发展困境,这些困境对社工站人才队伍专业化提出了挑战,需要以更加广泛的视角去理解,接纳学术界、实务界、政府各方对社会工作专业化的不同期许,拓宽对社会工作“助人自助”的理解,既要遵循政治方向的行政属性,也要加强服务方向的专业属性。建议从健全购买服务长效机制、加强督导和培训效能、提升运营管理成效、拓宽职业成长空间等方面进一步促进社工站人才队伍专业化建设水平。
The proposal of the Guangdong “Double Hundred Project” has an important promoting effect on the construction of township (street) social work stations and the guarantee of people’s livelihood in the whole province. Whether the policy goal of “building a occupational, professional, and localized social work talent team” proposed in the “Guangdong Double Hundred Project for People’s Livelihood Service Social Work” has been achieved is worthy of joint exploration by the theoretical and practical circles. Based on the analysis of existing research, this article takes N Street Social Work Station in Guangzhou as a case study and finds that the construction of social work stations faces development challenges such as administrative logic leading to the solidification of social work services, alleviating employment leading to an increase in non professional talents, short-term policy formulation due to livelihood security, deviation of professional paths caused by administrative indicators, and detachment of professional content induced by inclusive services. These problems pose challenges to the professionalization of the talent team in social work stations, and require a broader perspective to understand and accept the different expectations of the academic, practical, and government sectors for the professionalization of social work. It is necessary to broaden the understanding of “helping people and helping themselves” in social work, not only following the administrative attributes of the political direction, but also strengthening the professional attributes of the service direction. It is suggested to further promote the professional construction level of the talent team in social work stations by improving the long-term mechanism for purchasing services, strengthening supervision and training effectiveness, improving operational management effectiveness, and expanding career growth space.
