新时代背景下新乡贤治村与乡土文化的互嵌与脱嵌

The Intermbedding and Disembedding of New Rural Elites and Local Culture in the New Era

乡贤治村作为中国传统乡村治理模式的一种，一直在乡村振兴的过程中发挥重要作用。随着现代化进程的加快，新乡贤治村在一些地方出现了脱离乡土文化的倾向，导致其治理模式与当地文化的脱节。乡贤治村与乡土文化之间的互嵌与脱嵌是一个动态的过程，在新时代背景下，新乡贤治村需要在传承乡土文化的同时不断创新发展，才能实现乡村振兴的目标。本文首先对新乡贤治村的定义和历史演变过程进行梳理，从农民对新乡贤的认同逻辑、乡土文化的情理逻辑、新乡贤与基层政府的互动逻辑三个方面分析新乡贤治村的内在逻辑，然后从新乡贤与乡村治理理念的契合、新乡贤治村与乡土文化互嵌的结果、对乡土的资源、文化和政治嵌入多个角度描述新乡贤与乡土文化之间深度互嵌的具体表现，并聚焦两者之间存在的多维脱嵌现象，最后对新乡贤参与乡村治理的范式改革提出建议。

As one of the traditional Chinese rural governance models, Governing Village by Rural Elites has been playing an important role in the process of rural revitalization. With the acceleration of the modernization process, Governing Village by New Rural Elites has a tendency to detach from the local culture in some places, resulting in the disconnection between its governance model and the local culture, and the interembedding and disembedding between the Governing Village by New Rural Elites and the local culture is a dynamic process, in the context of the new era. Governing Village by New Rural Elites is required to inherit the local culture at the same time, continue to innovate and develop, so as to achieve the goal of rural revitalization. This paper reviews the definition and historical evolution process of Governing Village by New Rural Elites, analyzes the internal logic of Governing Village by New Rural Elites from three aspects: the identification logic of farmers to New Rural Elites, the emotional logic of local culture, and the interaction logic between New Rural Elites and the grassroots government. Then it describes the specific manifestations of the deep embedding between New Rural Elites and local culture from the perspectives of the fit between New Rural Elites and rural governance, the result of the mutual embedding of New Rural Elites and local culture, and the embedding of rural resources, culture and politics. Lastly, .it focuses on the multi-dimensional disembedding phenomenon between the two and put forward suggestions on the paradigm of New Rural Elites’ participation in rural governance.
