领导者惩罚权的实施可以起到遏制越轨行为产生、维护组织秩序等的作用。然而由于部分公众缺乏科学的风险认知，导致领导者惩罚权开始逐渐被污名化，同时非权变惩罚的时而发生以及媒体舆论的推波助澜等因素又进一步加速了这一污名化进程。这就需要全社会共同努力，通过普及风险知识、加强制度建设、引导健康舆论等举措形成聚合效应，最终实现领导者惩罚权的正当性回归，从而消除社会恐慌心理并提升公众对领导者惩罚权的可信度和可接受度。

The implementation of the punishment power of leaders can play a role in curbing the occurrence of deviant behavior and maintaining organizational order. However, due to lack of scientific risk awareness among some members of the public, the punishment power of leaders has gradually been stigmatized. At the same time, the occurrence of non contingency punishments and the promotion of media opinion have further accelerated this stigmatization process. This requires the joint efforts of the whole society to form an aggregation effect through measures such as popularizing risk knowledge, strengthening institutional construction, and guiding healthy public opinion, ultimately achieving the legitimacy of the leader's punishment right to return, thereby eliminating social panic and improving the credibility and acceptability of the public’s punishment right to leaders.
