Research on the Overall Performance Evaluation of Departments: Taking P City Development and Reform Commission as an Example

部门整体预算绩效作为全面预算绩效管理的重要组成部分,绩效评价涉及的范围更广泛、评价的层次更深入,其复杂程度远远超过一般的项目绩效评价,政府机关部门的复杂性和多元性更为绩效评价带来了更大的挑战。本文从“投入、过程、产出、效果”四个维度设计部门整体绩效评价指标体系,并以P 市发改委部门整体预算为例进行评价。研究发现,P 市发改委整体评价得分为81.72 分,评价级别为“良”,随后针对绩效评价过程中发现的问题提出具有可操作性的建议。
The overall budget performance of the department is an important part of comprehensive budget performance management. Performance evaluation covers a wider range and the level of evaluation is deeper. Its complexity is far more than that of general project performance evaluation. The complexity and diversity of government agencies and departments Sex poses greater challenges to performance evaluation. This article designs the department’s overall performance evaluation index system from the four dimensions of “input, process, output, and effect”, and takes the overall budget of the P City Development and Reform Commission department as an example for evaluation. The study found that the overall evaluation score of the P City Development and Reform Commission was 81.72 points, and the evaluation level was “good”. It then put forward actionable suggestions for the problems discovered during the performance evaluation process.
