Employment of Mongolians in South Korea and Changes of Foreign Labor Policy of South Korea

대한민국은 해외 국가 중 가장 많은 몽골인들이 거주 및 근로하고 있는 국가로, 재한 몽골인들은 대한민국 노동 시장의 약 3~5%를 차지하고 있다. 2023년 12월 현재 대한민국에 거주하는 몽골인은 총 54,846명으로 나타났다. 본 연구의 목적은 재한 몽골인의 취업 현황과, 한국의 외국인 노동정책 변화를 바탕으로 몽골이 주목해야 할 점을 밝히는 것이다. 한국 내 몽골 근로자들은 생계 활동 및 몽골 경제를 위해 일하고 있으나, 불법 고용, 인권 침해 등 여러 문제에 노출되어 있다. 최근 한국 거주 몽골인의 수가 증가하고 있으며, 한국 사회에서 몽골인의 지위가 향상되고 있다는 연구도 있으나, 불법 근로와 관련된 사례도 많이 발생하고 있다. 향후 한국 내 몽골 근로자의 처우 개선을 위해서는 근로 및 생활 여건 개선과 언어 능력 향상에 중점을 두는 것이 중요하다. 한국의 노동가능인구는 앞으로 감소할 것으로 전망되면서 제조업 분야의 노동력 수급 문제가 대두되고 있다. 이에 따라 한국의 외국인력 정책이 변화하고 있는데, 불법체류자 및 비전문 노동력 감소에 중점을 둘 것으로 보인다. 높은 한국어 수준과 한국 문화 지식을 갖추게 하여 한국 사회 적응력을 높이며, 단순노동보다는 전문 기술을 갖춘 외국인을 채용하여 노동시장의 수요를 충족시킬 것이다. 앞으로 몽골 국민의 한국 내 취업 기회는 더욱 증가할 것으로 예상되므로 몽골 정부에서도 한국 내 외국인 노동 정책 변화에 주목해야 할 필요가 있다. 이와 함께, 한국 내 대학 졸업생 및 근로자가 몽골에 귀국할 경우 몽골 내 일자리 알선, 창업 지원, 대출, 주택담보 대출 조건 완화 등의 귀국 지원 프로그램을 제공하는 방안에 대해 면밀히 연구하여 정착률을 높일 필요가 있다.

Currently, the country where the largest number of overseas Mongolians live and work is Korea, and they account for approximately 3-5% of the Korean labor market. As of December 2023, there is a total of 54,846 Mongolians living in South Korea. The main purpose of this article is to examine the current status of Mongolian workers in Korea and what the Mongolian government should pay attention to in changing Korea's foreign worker policy. Mongolian workers in Korea are working hard for the Mongolian economy and households. However, they are constantly facing various problems, such as difficulties caused by illegal work and human rights violations. Recently, the number of Mongolians living in Korea has been increasing, and there are studies showing that the status of Mongolians in Korean society is improving, but there are many cases where they become illegal immigrants during the period of their employment contracts. In order to improve the treatment of Mongolian workers working in Korea in the future, it is important to focus on improving working and living conditions and improving language skills. While Korea's population growth rate is expected to decline, labor demand in the manufacturing sector is expected to increase in the future. Accordingly, Korea's foreign worker policy is changing, and the main goal of this change is to reduce the number of illegal immigrants and non-professional workers. The Korean government is focusing on meeting, labor market demands by allowing foreigners with high knowledge of the Korean language, ability to adapt to Korean culture and social life, and professional skills to live in Korea for a long period of time. Due to the Korean government's change in foreign labor policy, employment opportunities for Mongolians will increase. In particular, the Korean government needs to attract college graduates and professionals, study the possibility of supporting them when they return to their home country, and implement related specific policies. Examples of the measures include job creation, business support, loans, and simplifying housing loan system.
