국립대학 생활관 건물의 신축과 BTL방식에서 발생되는 법적 문제

이 논문의 제목은 “국립대학 생활관 건물의 신축과 BTL방식에서 발생되는 법적 문제”라고 정하였다. 민간투자사업은 민간부문이 사회기반시설의 건설ㆍ운영에 투자하고 원칙적으로 자신이 사업위험을 부담하면서 공적 서비스를 제공하는 것을 목적으로 하는 사업이다. 본문에서는 국립대학 학생생활관 신축을 위한 민간투자사업의 방식을 살펴보면서, 구체적으로 제주대학교 학생생활관의 민간투자방식과 현황 등에 대하여 살펴보았다. 특히 최근에 BTL사업으로 국립대학 학생생활관 건물을 신축하는 경우가 많은데, 저자는 BTL사업에서 발생할 수 있는 법적 문제에 대하여 제주대학교 사례를 중심으로 검토하였다.

The title of this paper is “Legal Lssues arising in the new Construction of the National University Dormitory Building and BTL(Build-Transfer-Lease) type”. Private investment projects are projects where the private sector invests in the construction and operation of social infrastructure and in principle, aims to provide public services while bearing business risks. I looked into private investment methods for building new student dormitories at national universities and the current status of Jeju National University's student dormitory. And recently, there are many cases of new national university dormitory buildings being built as part of the BTL project. I reviewed the legal issues arising from the BTL project, focusing on the case of Jeju National University.
