고용허가제 외국인근로자의 직업교육훈련에 대한 탐색적 연구

An Exploratory Study on Vocational Training for Foreign Workers under the Employment Permit System

이 연구는 고용허가제를 통하여 유입된 외국인근로자의 실태와 이들에 대한 정부 및 지자체 수준에서의 직업능력개발훈련의 내용과 수준에 대한 현황을 살펴보았다. 우리나라는 국내 노동시장의 인력 수급을 해소하기 위한 방안으로 2007년부터 기존의 외국인력 유치를 위한 정책을 고용허가제로 일원화하여 운영하였다. 이를 기반으로 주무부처와 지자체 단위에서 외국인근로자를 대상으로 직업훈련이 제공되고 있다. 고용허가제를 통해 유입된 외국인근로자의 90%는 업무능력 향상을 목적으로 직업훈련에 참여하고 있었으며, 한국어 자격증 취득 교육, 직무교육 등 현재 직무 수행에 필요한 교육훈련뿐만 아니라 귀국 후 안정적인 재정착에도 도움이 될 수 있는 교육훈련 제공에 대한 수요가 높은 것으로 나타났다. 이러한 문헌연구 결과를 토대로 외국인근로자의 직업훈련 관련 주요 이슈를 제시하였다.

This research scrutinized the prevailing status of vocational training proffered at governmental and municipal levels to foreign laborers admitted via the Employment Permit System, alongside an examination of their influx. The findings reveal that despite an expansion in quotas and occupational domains for those under the Employment Permit System due to escalating demand, the imparted training primarily revolves around rudimentary skill sets or foundational job-specific instruction, indicating a somewhat deficient endeavor towards systematic skill cultivation. In light of these observations, scholarly recommendations have been posited.
