지방자치단체의 청년 문화예술 정책 개선 방안

A Study on the Improvement of Local Governments’ Youth Culture and Arts Policies

본 연구에서는 세대론 관점에서 바라본 청년문화의 현주소를 밝히면서, 현재 활발히 제·개정되고 있는 청년 문화예술 지원 조례를 분석하여 개선 방향을 모색하였다. 일자리 정책 중심으로 추진되는 현행 청년 정책은 청년들의 경제적 빈곤 문제뿐만 아니라 문화적 빈곤 문제에 대해서는 침묵한다. 또한 최근의 사회적 이슈인 혐오, 세대 갈등 등이 확장되면서 공동체적 삶이 위기에 직면해 있는데, 그 중심에 청년세대가 있다. 이러한 사회적 현안들에 관심을 가지고 최근 활발히 제·개정 중인 청년 문화예술 지원 조례를 살펴본 결과, 다음과 같은 정책적 전환이 필요하다는 점을 발견하였다. 첫째, 청년 문화예술 지원은 지역사회 발전에 초점을 맞추기보다 청년세대의 문제를 개선하는 데 초점을 맞추어야 한다. 둘째, 청년 문화예술 지원 조례에 청년의 삶 질 향상과 창작활동 증진을 위한 근거 조항이 보완되어야 한다. 셋째, 청년 문화예술의 활동 유형은 정책참여 중심 형태로 바뀌어야 한다. 그리하여 본 연구에서는 향후 청년 정책은 청년이 ‘주체’가 되는 정책으로 사고의 전환이 필요함을 역설하였다.

In this study, we revealed the current state of youth culture from the perspective of generation theory and sought ways to improve it by analyzing ordinances supporting youth culture and arts that are currently being actively enacted or revised. The current youth policy, which is centered around job policies, is silent on not only the issue of economic poverty but also the issue of cultural poverty among young people. In addition, as recent social issues such as hatred and generational conflict have expanded, community life is facing a crisis, and the young generation is at the center of this. As a result of taking interest in these social issues and examining the youth culture and arts support ordinances that are being actively enacted or revised recently, focusing on major local governments, we discovered that the following policy changes are necessary. First, support for youth culture and arts should focus on improving the problems of the young generation rather than focusing on community development. Second, the ordinance supporting youth culture and arts must be supplemented with provisions for improving the quality of life of young people and promoting creative activities. Third, the type of youth culture and arts activities must be changed to focus on policy participation. Therefore, this study basically emphasized that youth policy requires a change in thinking to a policy in which youth become the ‘subject’.
