디지털플랫폼정부의 의의와 전자정부법의 과제

Understanding the Digital Platform Government and Challenges of Electronic Government Act

디지털플랫폼정부는 기존의 전자정부 개념에서 나아가 디지털 경쟁 시대에서의 생존이라는 시대적 소명을 담고 있다. 이를 위해 분야별 경계없는 데이터 활용이 가능하도록 기술적 기반을 마련해야 한다. 그러한 기반 위에서는 민간과 공공의 구분없이 다양한 혁신이 이루어지도록 해야 한다. 민간 서비스를 적극 활용하고 민간 서비스에 뒤지지 않는 고품질의 서비스를 제공해야 한다. 디지털플랫폼정부 전반에서 통제권을 보장하고 보안을 확보해 신뢰성도 보장할 수 있어야 한다. 이러한 점을 반영해 전자정부법을 전면 개편하고 전자정부추진위원회의 위상을 제고하면서 민관 경계없는 수준의 혁신을 구현해야 한다. 특히 디지털플랫폼정부위원회와의 역할 분담을 고민하고 디지털플랫폼정부 특별법 제정시 전자정부법과의 관계도 조정할 수 있어야 한다. 특별법은 디지털플랫폼정부의 특성으로서 민간과의 관계에 관한 사항, 범정부 차원의 자원 동원 및 조정에 관한 사항 등을 중심으로 기능하고 전자정부법이 근본적인 역할을 지속하도록 하는 균형적 방안이 필요하다.

The digital platform government goes beyond the existing concept of e-government and aim to survive in the era of digital competition. To this end, a technical foundation should be established to enable the use of data without boundaries in each field. On that basis, various innovations should be made regardless of the distinction between the private and the public. It is necessary to actively utilize private services and provide high-quality services that are comparable to private services. Also, the right to data control and security is important to guarantee reliability of the digital platform government. The Electronic Government Act should be completely reorganized and the status of the e-government promotion committee should be enhanced, while implementing innovation at a level without boundaries between the public and private sectors. In particular, it is necessary to consider sharing roles with the Digital Platform Government Committee and to adjust the relationship with the Electronic Government Act when enacting the Special Act on the Digital Platform Government. Considering characteristic of the digital platform government, the special act functions mainly on matters related to the private sector and matters related to the mobilization and coordination of resources at the pan-government level, and requires a balanced plan to ensure that the Electronic Government Act continues to play a fundamental role.
