Analysis of Issues in the Immigration Sector in Korea : Focusing on Topic Modeling

국내 체류외국인의 규모는 꾸준히 증가하고 있다. 저출생·고령화와 인력난 해소를 위해 적극적인 이민정책이 요구되는 현 상황에서 향후 이주배경인구는 더욱 증가할 것으로 보인다. 본 연구는 지난 10년간 이민분야 주요 이슈와 그 변화를 분석하여 정책적 시사점을 도출하고자 하였다. 특히 GPT-4를 활용하여 단순 홍보나 정보전달성 기사를 제외하고 사회문제로서 ‘쟁점’을 포함하고 있는 기사만을 분석하고자 하였다. 이를 위해 주요 5대 일간지의 기사에서 제기한 쟁점을 중심으로 토픽모델링을 실시하고 ‘차별과 혐오’,‘불체관리’,‘범죄피해’ 등 총 30개의 토픽을 도출하였다. 또한, Hot topic으로 ‘저출생·고령화’,‘인력난’,‘노동환경’, Cold Topic으로‘다문화가정’,‘서비스접근’,‘사회통합’ 등을 확인하였다. 이러한 결과는 과거 이민 분야의 주요 이슈가 다문화가정과 그들에 대한 지원에 중점을 두었던 것에서 최근 인구 관점에서 외국인 전체, 특히 외국인 노동력에 대한 관심으로 이슈가 이동하고 있음을 보여준다. 본 연구는 이러한 연구결과를 바탕으로 정책적 함의를 제시하였다.

The number of foreign residents in South Korea has been steadily increasing. Given the pressing issues of low birth rates, an aging population, and labor shortages, proactive immigration policies are increasingly demanded. It is anticipated that the population of immigrants will continue to grow in the future as a means to address these challenges. This study aims to analyze the major issues in the immigration sector over the past decade. In particular, GPT-4 was used to analyze only articles containing “issues” as social problems, excluding simple promotional or information delivery articles. For this purpose, topic modeling was conducted focusing on the key issue raised in articles from the five major daily newspapers. Through this analysis, a total of 30 topics were identified, including 'discrimination and hate', 'managing illegal immigration', and 'victims of crime'. Hot topics such as 'low birth rates and aging population', 'labor shortages', and 'labor conditions', as well as Cold Topics like 'multicultural families', 'social integration', and 'access to services', were identified. These results indicate that the major issues in the immigration sector, which previously focused on multicultural families and support for them, have recently shifted to a broader perspective on the entire foreign population, with particular emphasis on foreign labor. Based on these findings, this study suggests several policy implications.
