상호국방조달협정 체결이 국내 방위산업에 미치는 영향

The Effects of Reciprocal Defense Procurement Agreement on Domestic Defense Industry

글로벌 방산시장이 호황을 누리며 K-방산도 최고 실적을 달성하고 있다. 하지만, K-방산이 수출 확대와 지속가능성을 확보하기 위해서는 상호국방조달협정(이하 RDP)을 체결하여 세계 최대 규모의 미국 방산시장 진출을 본격화해야 한다. 정부는 2024년 RDP 체결을 목표로 실무협상을 진행 중이나, 아직도 국내에서는 방산시장 잠식 등을 우려하고 있다. 이를 불식시키기 위하여 RDP 체결국가에 대한 사례 분석을 통해 국내 방산시장에 미칠 영향을 살펴보는 것이 필요하다. 본 연구는 28개국의 RDP 협정서 조문을 주요 항목별로 비교하여 그 함의 및 영향을 분석하였다. 연구결과 RDP는 미국이 우방국과 상호호혜적 방산협력의 틀을 구축하여 안보협력을 증진하기 위한 협정으로 언제라도 불이익 없이 종결가능하고 유효기간을 설정하는 등 안전장치도 있어 국내 방산시장이 잠식되지는 않을 것으로 전망된다. 이는 RDP 주요국의 방산수출입 실적을 분석한 결과에서도 확인되었다. 반면, 미국의 자국 우선주의 정책으로 획기적인 미국 수출 증가도 어려울 것이다. 따라서, 지나친 기대나 우려를 경계하고 RDP를 미국과의 방산협력을 확대하여 국내 방위산업을 발전시키는 툴 또는 프레임워크로 활용해야 한다. 상호호혜 원칙에 따라 서로의 필요를 채워주는 방향으로 공동연구개발 등 미국과 방산협력을 강화한다면 K-방산의 약점을 보완하고 강점은 확대되는 전환점이 될 수 있을 것이다. 본 연구는 미국과의 RDP 체결을 앞두고 28개국 RDP 체결국 협정서를 기준으로 RDP 영향을 살펴보고 주요국에 대한 수출입 실적 분석을 통해 국내 방산시장의 잠식 가능성을 분석하였다는데 의의가 있다.

As the global defense market is booming, K-Defense Industry is also achieving the best performance. However, in order for K-Defense Industry to expand defense exports and secure sustainability, it is necessary to enter the world's largest U.S. defense market by signing a Reciprocal Defense Procurement-Agreement(hereafter RDP). The government is still in working-level negotiations with the aim of signing an RDP in 2024, but there are still concerns about encroaching on the defense market in Korea. To dispel them, it is necessary to examine the impact on the domestic defense market through case analysis of countries signed the RDP. This study analyzed the implications and effects of the provisions of the agreement of 28 countries that signed the RDP by comparing them by major items. As a result of this study, RDP is an agreement between the U.S. and its allies to promote security cooperation by establishing a framework for mutually beneficial defense cooperation, and it is not expected that the domestic defense market will not be eroded as there are safety measures such as terminating without disadvantage and setting an expiration date at any time. This was also confirmed by the analysis of the performance of defense imports and exports to major countries that signed the RDP. On the other hand, U.S. defense exports will not increase significantly due to the America First policy. Therefore, it is important to utilize the RDP as a tool or framework to develop the domestic defense industry by expanding defense cooperation with the U.S., wary of excessive expectations or concerns. If the RDP is signed to strengthen defense cooperation with the U.S., such as joint research and development, in the direction of satisfying each other's needs in accordance with the principle of mutual benefit, it can serve as an opportunity to compensate for the weaknesses of K-Defense Industry and expand its strengths. This study is meaningful bacause it examines the impact of the RDP based on the RDP agreement and/or mou of 28 countries before signing the RDP and analyzes the possibility of encroachment in the domestic defense market through an analysis of import and export performance for major countries.
