독일 특수교육의 역사에서 시대별 특수학교 명칭의 변천 과정과 시사점 탐색

Exploring the change process of special school name and implications by era in the history of special education in Germany

장애와 관련된 용어는 당시의 시대상과 철학이 반영되며, 이를 어떤 개념화된 어휘로 표현하느냐 하는 것은 학계의 주요 주제로 다루어져 왔다. 본 논문은 특수학교 명칭 변경과정에는 합당한 사회적 공론과 목적이 있었을 것이라고 보고 이를 통해 특수교육의 패러다임 전환을 파악하는 데에 주된 관심을 두었다. 독일은 장애를 가지고 있는 학생이 다니는 특별한 학교 명칭이 몇 차례 변경되었다. 본 연구에서는 ‘Hilfsschule’, ‘Sonderschule’ 그리고 ‘Förderschule’로 구분하여 명칭 변경과정을 개괄적으로 살펴보았다. ‘Hilfsschule’가 인도주의적 차원에서 긍정적인 용어라는 점에서 도입되었다면, ‘Sonderschule’는 10개 유형의 다양한 특수학교 유형을 하나의 학교 제도로 편제하고 철저한 독립된 학교 체제를 구축하는 데에 일조하였다. 2000년대 이후 독일 전역에서 통일되게 사용되고 있는 ‘Förderschule’ 명칭은 특수교육적 지원 요구를 강조한 것이라 볼 수 있다. ‘장애 학생을 위한 특수학교’에서 ‘지원이 필요한 모든 학생을 위한 지원센터’로 변화하고 있는 것이다. 시대적 흐름을 반영한 용어에 대한 고민은 어느 시대 어느 사회를 막론하고 공통된 주요 주제인 만큼, 독일의 특수학교 명칭 변경과정의 고찰은 우리에게도 많은 시사점을 찾을 수 있을 것으로 기대하는 바이다.

Terms related to disability reflect the reflection of times and philosophies of the time, and with what conceptualized vocabulary they should be expressed has been dealt with as a major topic in academia. This paper viewed that there must have been reasonable social public opinions and purposes in the process of changing the names of special schools, and mainly paid attention to understanding the paradigm shift in special education through the foregoing. In Germany, the names of special schools attended by students with disabilities have been changed several times. In this study, the names were divided into ‘Hilfsschule’, ‘Sonderschule’, and ‘Förderschule’ and the process of changing the names was generally examined. Whereas ‘Hilfsschule’ was introduced in that it was a positive term on humanitarian grounds, ‘Sonderschule’ helped organize 10 different types of special schools into one school system and establish a thoroughly independent school system. The name ‘Förderschule’, which has represented special schools in Germany since the 2000s, can be seen as emphasizing the need for special educational support. ‘Special schools for students with disabilities’ are being changed into ‘support centers for all students who need support.’ As concerns about terms that reflect the trends of the times are a common topic regardless of eras or societies, it is expected that examining the process of changing the names of special schools in Germany will have many implications for us as well.
