Possibilities and Preparations for AI Driven Revolution in Military Affairs

이 논문은 4차 산업혁명 시대의 새로운 문명 패러다임을 견인하고 있는 인공지능 기술이 새로운 군사혁신(RMA: Revolution in Military Affairs)을 발생시킬 수 있을 것인지 그 가능성을 검토하는 데 목적이 있다. 이른바 ‘AI RMA’의 길을 탐색하는 것이다. 최근 미국의 안보·군사 전문가들 또는 지식인들 일각에서 AI RMA에 대한 논의와 연구가 진행되고 있다. 군사혁신 프레임워크를 구성하는 주요 요소인 기술의 변화, 군사 시스템의 진화, 작전 운영의 혁신, 조직적 적응이라는 렌즈를 쓰고 인공지능 기술이 새로운 군사혁신을 견인할 가능성이 있는지에 대해 검토하고 미래 준비 방향을 모색하는 것이 요체이다. 이 논문은 군사혁신 개념을 간단하게 개관한 다음, 최근의 연구 내용을 참고해 RMA 구성요소별로 AI RMA의 가능성을 분석·검토했다. 결론적으로 AI RMA의 조건과 미래 준비 방향을 제시했다.

The purpose of this paper is to examine the possibility that artificial intelligence technology, which is driving a new paradigm of civilization in the era of the Fourth Industrial Revolution, can generate new Revolution in Military Affairs(RMA). It's about exploring the path of so-called ‘AI RMA’. Recently, some security and military experts or intellectuals in the United States are discussing and researching AI RMA. The main elements that make up RMA framework are examining whether artificial intelligence technology has the potential to drive RMA using the lens of technological changes, military system evolution, operational innovation, and organizational adaptation, and exploring future preparation directions. After briefly outlining the concept of RMA, this paper analyzed and examined the possibility of AI RMA for each RMA component by referring to recent research. In conclusion, the conditions for AI RMA and future preparation directions were presented.
