Transformation and Reconstruction of Global Governance System: World Vision and Value Aim of Governance Modernization

The emergence and manifestation of the new concept of “national governance modernization” marks that the Chinese Communist Party’s understanding of state governance has leaped to a new height and realm under the new era paradigm. In the broad context of social change and transformation, China’s national governance modernization faces multiple challenges. China is still the largest developing country in the world and has accumulated valuable experience in its long-term practical exploration of state governance. However, the modernization of national governance should not only focus on China, but also have a broader world-historical perspective. The transformation and reshaping of the global governance system is the international perspective and value goal of national governance modernization. Since the new era, in the dual framework of “concept shaping” and “action logic”, the Chinese elements of the global governance spectrum have become increasingly prominent. In this way, the Chinese government should respond to global crises and global affairs with a more proactive attitude, assume a more important and prominent role in participating in the transformation and reshaping of the global governance system, and continuously make “Chinese voices” heard, contribute “Chinese wisdom”, put forward “Chinese solutions”, and offer “Chinese strength” in the international arena.

“国家治理现代化”新理念的问世与敞显，标识着在新时代图式下中国共产党对治国理政的认知跃升到一个崭新的高度与境界。在社会变迁与转型的宏阔畛域下，中国的国家治理现代化面临着多重挑战。中国目前依然是世界上最大的发展中国家，在长期的治国理政的实践探索中积累了宝贵的经验。然而，国家治理现代化不宜仅仅将眼光滞留在中国本土，而应具有更加宏阔的世界-历史视野。全球治理体系转型与重塑乃是国家治理现代化的国际视角与价值旨归。新时代以来，在“理念型塑”与“行动逻辑”的双重架构中，全球治理谱系的中国元素日趋显著。藉此，中国政府应该以更加积极主动的姿态应对全球危机与全球事务，在参与全球治理体系转型与重塑的进程中承担更加重要且更为凸显的角色，在国际场景中不断发出“中国声音”、贡献“中国智慧”，提出“中国方案”，献出“中国力量”。
