Power Consciousness in Cultural Construction in the New Era: The Dialectical Unity of Cultural Sovereignty, Cultural Leadership, and Cultural Governance

In the process of cultural construction in the new era, the Communist Party of China has gained insight into the new characteristics and trends of national cultural security, actively responded to the world, national and party conditions under the great changes of the past century, and achieved the organic unity of cultural sovereignty, cultural leadership and cultural governance, demonstrating the national subject’s cultural power consciousness. The essence of the three is to safeguard the national cultural interests. At the same time, there is a dialectical unity between the three. On the one hand, from the perspective of the dialectical relationship, cultural sovereignty is the primary premise, cultural leadership is an important guarantee, and cultural governance is a necessary condition;on the other hand, from the perspective of the unified relationship, the three have achieved subject penetration, effect aggregation, and value commonality;and the organic unity of the three provides directional guidance for cultural construction in the new era, highlighting the contemporary value and theoretical value of cultural development in the new era.

在新时代文化建设进程中，中国共产党洞察国家文化安全的新特点与新趋势，积极回应了百年大变局下的世情、国情与党情，实现了文化主权、文化领导权、文化治理权三者之间的有机统一，彰显了国家主体文化权力意识。三者的本质都是为了维护国家文化利益。同时三者之间存在辩证统一关系，一方面从辩证关系来看，文化主权为首要前提，文化领导权为重要保障，文化治理权为必要条件;另一方面从统一关系来看，三者实现了主体贯通、效果聚合、价值同向;而三者的有机统一为新时代文化建设提供了方向指引，凸显了新时代文化发展的时代价值和理论价值。
