동남아시아 신흥공여국의 부상

A Study of the Rise of Emerging Donor Countries and Its Implications for International Development Cooperation : Case Studies from Indonesia and Thailand

과거 다른 국가로부터 해외 원조를 받은 경험이 있는 신흥공여국은 자국 경제가 성장함에 따라 현재는 국제사회 빈곤 감소를 위해 UN SDGs 이행을 주도하고 있다. 특히, 신흥공여국은 인접 국가와의 교류, 협력을 통해 지역 경제 발전과 역내 안정을 도모한다. 또한 자신들의 개발 경험을 토대로 기술 이전, 지식 전수 등의 사업에 초점을 맞춰 개발도상국의 발전을 촉진한다. 그렇다면 전통공여국과 신흥공여국의 가장 큰 차이는 무엇이며, 개발협력 이행에 있어 어떤 차이를 보이는가? 본 연구는 이러한 질문을 중심으로 동남아시아 지역의 신흥공여국이라 불리는 인도네시아와 태국 사례를 집중 조명한다. 이를 위해 국제사회의 남남협력과 삼각협력이 신흥공여국 개발협력 이행에 어떻게 활용되고 있는지 제도와 정책 수립 사례를 통해 살펴본다. 분석 결과, 두 국가 모두 개발협력 이행에 있어 제도와 정책 수립을 공고히 하고 있으며, 남남·삼각협력을 적극적으로 활용하고 있음을 확인하였다. 태국은 인도네시아에 비해 상대적으로 메콩 유역 중심, 그리고 역내 개발협력 이행에 적극적으로 참여하고 있다는 차별성도 보인다. 국제사회에서 신흥공여국의 등장은 지속적인 개발재원 마련, 다자협력과 지역협력 강화, 파트너십 다변화에 영향을 주며, 이러한 요인들이 복합적으로 작용하고 있기 때문에 전통공여국과 신흥공여국 상호 간의 네트워크 구축이 강화될 필요가 있다.

This study examines the role and characteristics of states that are emerging as major actors in international development cooperation. Such states have often themselves received foreign aid from other countries in the past, and as their economies have grown, they now play a leading role in implementing the UN SDGs. In this paper we explore question of; What are the most significant differences between traditional and emerging donor countries in their implementation of development cooperation? This study focuses on the experiences of Indonesia and Thailand, both of which have evolved from aid recipients to active participants. They have strengthened their institutional and policy formulation in the implementation of SDGs and are actively utilizing SSC and TrC. The rise of emerging donors in the international community affects sustainable development finance provision, strengthens multilateral, and diversifies partnerships. Given the interplay of these factors, there is a necessity to enhance mutual network building efforts.
