A Study on the Environment and the Investment Inducement Policies of Foreign Direct Investment in Mongolia

Purpose - The purpose of this study is to analyze the current status and environment of foreign investment targeting foreign companies that have entered Mongolia, and prepare specific improvement policies to promote foreign investment in Mongolia. Design/Methodology/Approach - The Mongolian government revised related international investment laws and systems several times to attract foreign investment. However, as foreign investment has been slowing down in recent years, this study tries to analyze the economic environment and system of FDI, including the Foreign Investment Act enforced in 2013, both qualitatively and quantitatively by using domestic and international related research literature and statistics. Findings - As inducement policies to promote foreign direct investment in Mongolia, first, improvement of social overhead capital and location support, along with consistency of legal and system must be undertaken. Second, building a foreign investment-friendly environment is needed. Third, promoting an investment environment and incentive system for R&D performance is necessary. Fourth, efficient reorganization and function expansion of investment inducement-related organizations are proposed. Research Implications - Based on the analysis results and suggested inducement policies, it is important to apply the experiences of policies, environments, and institutions in which countries around the world attract foreign direct investors to foreign investment policies in Mongolia in accordance the economic and institutional characteristics analyzed.
