Impact and Response of the Korean Steel Industry to U.S. Eco-Friendly Import Regulations

Purpose - The GSSA, which the US and EU are discussing, is an environmental protection policy in the steel industry. However, we must be wary of whether the policy is actually a policy to protect domestic industries through import and export regulations, although it ostensibly promotes environmental protection. It is important to examine whether the GSSA can comply well with international law. This research aims to examine import restrictions imposed by the U.S. on the Korean steel industry, and seek ways to respond to the GSSA. Design/Methodology/Approach - This research use secondary data such as conventions, research papers, reports, and news articles. Findings - The United States has taken import control measures against Korean steel companies in various ways, including the Trade Expansion Act, anti-dumping duties, and countervailing duties. The newly underway GSSA is also likely similar to import control measures. This study analyzed problems that may arise in the future by applying WTO agreement and dispute cases to the content of the GSSA agreement. Research Implications - The United States is Korea's number one trading partner. Trade volume with the United States is increasing in many fields, but import restrictions on steel products are increasing. The United States has used trade relief measures to put pressure on Korea's steel industry. We will need to carefully monitor if the GSSA, which is currently being discussed with the EU, will become a new import regulation measure.
