The New Cold War and the Typology of Diplomacy: Traditional Diplomacy vs. Value Diplomacy

신냉전 시대에 직면한 국제적 상황에서 가치외교 담론이 급부상하고 있다. 이러한 국제적 흐름 속에서 윤석열 정부도 가치외교를 전면에 내세우고 있다. 전략적 모호성에서 전략적 명확성으로 전환한 기조와 밀접한 연관성을 가지는 가치외교는 한미의 가치동맹 담론으로까지 진화하고 있는 상황이다. 한편 가치외교에 대한 개념적 정교화는 가치외교 담론화의 속도를 따라가지 못하고 있다. 이러한 문제에 대한 처방을 위해 전통외교와 가치외교를 비교하는 방법을 적용하면서 국익접근법, 지속가능성 등 6개 요소를 통해 가치외교에 대한 개념적 정교화를 시도한다. 가치외교 적용사례 추적을 위해 러시아의 우크라이나 침공 대응, 중국의 신장인권 문제 대응, 북한인권 문제 대응 사례를 살펴본 후 가치외교와 전통외교가 충돌한 미국과 한국의 사례를 추적해본다. 본 논고는 융합외교, 글로벌 통일외교 등 학문적, 정책적 통찰을 제시한다.

In the wake of the New Cold War newly emerged by the changing international situations, the discourse of value diplomacy is at the forefront. Likewise, South Korea’s Yoon Suk Yeol government is keen on value diplomacy. Furthermore, as Seoul has changed its posture from strategic ambiguity to strategic clarity, value diplomacy is evolving into a value alliance between South Korea and the U.S. In contrast, how to polish value diplomacy is far behind the development of this discourse. Thus, this paper attempts to address this challenge as it compares value diplomacy with traditional diplomacy with six items, including the national interest approach and sustainability. Three cases are laid out to examine how value diplomacy is applied in the diplomatic arena, which includes Russian invasion of Ukraine, China’s Xinjiang Uyghur, and North Korea’s human rights. In addition, it explores the two cases in an attempt to trace how value diplomacy confronts traditional diplomacy. This examination provides academic and policy implications for fusion diplomacy and global unification diplomacy.
