지하차도 침수 피해 예방 및 대피 훈련 교육 개선 방안에 관한 연구

A Study on the Prevention of Inundation Damage and Improvement of Evacuation Training Education in Underground Roadway

2023년 7월 15일 폭우로 충청북도 청주시 흥덕구 오송읍 오송역 인근의 오송 궁평2 지하차도가 침수되어차량 17대가 물에 잠겨 14명이 사망하고 9명의 사상자가 구조된 매우 안타까운 사고가 발생했다. 본연구의 목적은 사회교육의 일환으로 지하차도 침수피해 예방과 국민의 생명과 안전을 위한 효과적인대피훈련 교육을 연구하고 개선하는 데 있다. 지하차도 침수피해를 최소화하기 위해서는 과거 지하차도침수의 원인과 결과를 토대로 공무원에게 재난에 대한 위험인식 교육을 강화하여 초기 신속대응에골든타임을 놓치지 않도록 지원해야 한다. 이와 더불어 정부는 지하차도 입구에 자동 통제 시스템과CCTV 장비를 추가로 설치하여 실제 상황을 실시간으로 국민에게 전달해야 한다. 앞으로는 일상생활에서 침수 대피 훈련이 실제 상황과 같은 방식으로 이루어질 수 있도록 적극적인 격려와 사회교육 정책을지원해야 할 것이다.

On July 15, 2023, a heavy rain flooded the Osong Gungpyeong2 underground roadway near Osong Station, Osong-eup, Heungdeok-gu, Cheongju-si, Chungcheongbuk-do, killing 14 people and rescuing nine casualties. The purpose of this study is to study and improve the prevention of flooding damage in underground roadways and effective evacuation training education for the life and safety of the people as a part of social education. In order to minimize flooding damage to underground roadways, education on risk awareness of disasters should be strengthened to government officials based on the causes and consequences of flooding in underground roadways in the past so that they should be supported so as not to miss the golden time in the initial rapid response. In addition, The government should install additional automatic control systems and CCTV equipment at the entrance of the underground roadway to deliver real situations to the public in live. Going forward, In everyday life, should support actively encourage and social education policies so that inundation evacuation training in method like a real situation.
