The purpose of this study is to analyze the longitudinal relationship between income inequality, effectiveness of policy by public transfer and quality of life among the baby boomer, and to derive social welfare implications. The subjects were 1,302 baby boomers who had consistently participated in the Korea Welfare Panel Survey. Specifically, the 1st to 10th surveys (2006-2015), and their specific data were analyzed. The mayor findings were as follows: First, public transfer reduced the relative poverty rate to market income by -/ 3.1%/ 3.0%/ 3.0%/ 3.3%/ 4.2%/ 4.2%/ 4.6%/ 4.3%/ 3.9%. Second, private transfer reduced the inequality of income in non-poverty households. but increased the inequality of income in poverty households. Otherwise public transfer reduced significantly the inequality of income in poverty households. Third, in the pathway analysis of the latent growth modeling analysis between quality of life (LQ) and gross income (GI), which reflected the effects of government policy by public transfer, both the pathway of ‘ICEPT GI→ICEPT LQ’ and the pathway of ‘SLOPE GI→SLOPE LQ’ were significant positively, but the pathway of ‘ICEPT GI → SLOPE LQ’ was significant negatively. Implication and limitation of this research, and points to consider in future study were discussed.
