Rationality of Regulatory System on the Concerned Contents and Democracy

문제성 정보의 확산은 정치과정에서 심각하게 나타나는 정보화 역기능이다. 고래로부터 정보의 규제는 그 범위, 주체, 방식을 둘러싸고 논쟁을 빚어왔다. 정보의 주된 구현과 유통 양식이 디지털(digital)이라는 점, 정보 생산과 이용 집단 간의 이원적 경계가 무너졌다는 점, 정보의 생산과 이용 규모가 무제한을 향하고 있다는 점은 과거에 비해 두드러진 변화로 인식된다. 따라서 유사 이래 정보의 파급력이 가장 큰 국면에 이르러 문제성 정보로 인한 정치과정 왜곡과 민주주의 침식이 중대한 위기를 초래하고 있는 현실을 타개해야 하는 과제가 제기된다. 이 연구는 문제성 정보에 대한 국가적 초국적 대응 현황을 고찰하고 합리적 제도 형성을 위한 협력 방안을 논의하기로 한다.

The spread of concerned information is a serious informatization malfunction in the political process. The regulation of information has been controversial over its scope, subject, and method. The fact that the main mode of realization and distribution of information is digital, that the dual boundaries between information production and use groups have collapsed, and that the scale of information production and use is immeasurably large are recognized as notable changes compared to the past. Therefore, the task of overcoming the reality that the distortion of the political process and the erosion of democracy due to problematic information is causing a serious crisis is being raised as the impact of information has reached the greatest level since history. This study examines the current status of national and transnational responses to problematic information and discusses ways to cooperate to form a rational system.
