(Purpose) This paper aims to compare and analyze school safety accident prevention policies and industrial accident prevention policies. (Design/methodology/approach) In comparison, the comparison was made based on purpose and responsibility, role of local government, actual survey, financial resources, statistics, manpower, specificity, and penalties. Based on the research results, improvement measures are presented as follows. (Findings) First, the “School Safety Act” must also boldly overhaul and innovate related laws and regulations to implement effective school safety accident prevention policies. Second, there is a need to integrate the 「School Safety Act」 and the 「School Health Act」 and revise it into a single legal system called the 「School Safety and Health Act」. Third, it is necessary to establish a unified professional organization called the ‘School Safety and Health Agency’. Fourth, when a school safety accident occurs, there is a need to switch to a ‘flat rate compensation method’ like industrial accident compensation. Fifth, the 「School Safety Act」 also needs to make the accountability of each subject more clear. Sixth, there is a need to stipulate the responsibilities and strengthening of cooperation of local governments and establish close governance with local related organizations. Seventh, there is a need to further strengthen the responsibilities of school principals. Eighth, there must be policy measures to increase the effectiveness of school safety accident prevention. The above improvement measures were presented. (Research implications or Originality) Through this paper, we hope to continue active discussions on this improvement plan in related academia and government. The paper calls for overhauling school safety laws, integrating them into a single 「School Safety and Health Act」, and creating a unified 'School Safety and Health Agency'.
