Improvement Plans toward the Issues of Inequality in the Child Welfare Service

While the number of children and families involved in the child welfare system continues to grow, our understanding of service inequalities in child welfare practices is relatively weak. The purpose of this study was to analyze the existent social services for children and youth in Korea in terms of the theoretical framework of Gilbert and Terrell: allocation, benefits, delivery, and finance. Delphi survey was administered online to collect data from experts working at child service centers. Content analyses illuminated the factors that increase child welfare involvement and the numerous barriers that children and families often experience in terms of service inequalities. Most experts provided recommendations that focus on developing organizational policies and service delivery to address such barriers. These suggestions may play an important role in providing child welfare services that promote service equalities among children and families involved in the child welfare system.
