장애아동 가족중심실천을 위한 사회복지사의 인식에 관한 연구

A Study on the Recognition of Social Workers to a Family-Centered Practice for Disabled Children

본 연구에서는 아동에 대한 개입은 거의 항상 가족에게 영향을 미치고, 가족에 대한 개입과 지원은 거의 항상 아동에게 영향을 미치며, 가족을 참여시키는 것은 단지 아동에게 초점을 두는 개입보다 더 효과적이라는 점을 인식하여, 우선 최근 장애아동과 가족을 위한 지원정책과 서비스, 그리고 가족중심실천의 개념적 특성 등을 구체적으로 살펴보고, 우리나라 장애아동 복지 실천현장의 사회복지사를 대상으로 가족서비스 실태, 가족중심실천의 중요성에 대한 인식, 효율적인 가족중심실천을 수행하기 위한 기술소지 정도에 대한 인식, 및 가족중심실천의 실행정도의 인식을 조사하여 우리나라 장애아동 복지 실천현장에서 좀 더 효율적인 가족중심실천을 위한 기초자료를 제공하는데 그 목적을 둔다. 연구결과를 토대로 할 때 사회복지사의 개인적 차원에서는 가족 중심적 실천을 위해 노력하여야 하고 이를 위해서는 타전문가들과 상호 협력적인 관계를 구축해야 한다. 특히 재교육의 기회에 적극적으로 참여하여 장애아동 가족의 욕구에 기초한 다양한 가족지원 서비스를 개발하여야 할 것이다. 사회복지학계와 기관의 행정적 차원에서는 전문 인력의 양성과 충원이 필요하다. 국가정책 및 제도적 차원에서 살펴보면, 장애아동가족지원법과 같은 법률적 토대를 마련하여 장애아동과 부모가 다 학문적 팀으로부터 지원을 받도록 하여야 할 것이다. 또한 사회복지사의 재교육 이수를 의무화하는 법적 장치가 구체화되어야 할 것이다.

This paper's purpose is to provide basic information for a more effective family-centered practice in the fields of social welfare for disabled children. For this study, I searched for the distinctive features of recent policies and services for disabled children and their families, and I also examined the conceptual features of family-centered practices. Furthermore, I researched the status of family services in the social welfare practice for disabled children and the degree of recognition of social workers to a family-centered practice. As a conclusion of this study, I suggest that social workers, on a personal level, should make an effort toward promoting family-centered practices and toward establishing cooperative relationships with other specialists in their field. In addition, I argue that social workers should participate actively in continuing education and develop various family support services grounded on the familial necessity of disabled children. At the scholarly and administrative levels, raising and recruiting professional human resources are necessary. As for national policy and the social system, it is highly recommended that disabled children and parents, based on such legal means as a supporting law for families with disabled children, get support from a multi-disciplinary approach, while the legalization of social workers' continuing education should also be enacted.
