국제결혼 가족복지 지원서비스 모형 개발을 위한 탐색적 연구

An Exploratory Study to Develop a Model for International Married Family Welfare Services

최근 국제결혼이 급속히 증가하고 있으며, 이에 따라 다양한 욕구와 문제들이 야기되고 있다. 본 연구는 충남에 거주하는 국제결혼가족의 현황과 지자체 및 기관에서 제공하는 가족복지 지원서비스를 분류․분석하고, 여성결혼이민자 및 전문가 집단의 면접을 통해 욕구와 지원서비스 방향을 탐색하였다. 여성결혼이민자와 전문가 집단 모두 국제결혼가족의 경제적 문제, 의사소통 문제, 부부적응 문제, 자녀양육의 문제를 우선순위로 응답하였으며, 이를 기초로 가족복지정책 및 지원서비스 모형 개발의 방향이 설정되었다. 국제결혼가족의 가족복지 정책수립 및 지원서비스 모형 개발을 위한 제안을 하면 다음과 같다. 첫째, 다양한 배경을 가지고 있는 여성결혼이민자 및 가족에게 이들의 배경(예: 가족생활주기, 출신국, 교육수준, 체류기간, 거주지역 등)을 고려한 차별화된 프로그램의 개발과 서비스 지원이 필요하다. 둘째, 다문화주의 접근을 기초로 국제결혼 가족지원서비스의 지속적․체계적 개발이 필요하다. 셋째, 쌍방적․양방향적 국제결혼 가족복지 정책 및 서비스가 필요하다. 넷째, 지역사회 네트워크를 구축하여 사회통합적 지원서비스가 제공되어야 한다.

This study is to analyze the current status of migrant women for marriage and support services for them and their family, which are delivered by administrations of cities and counties in Chungnam-do. It is also to identify welfare demands of those women and expert groups. Lastly, it is to suggest a model of welfare service with an aim to help to develop and set up proper policies for migrant women for marriage residing in Chungnam. The results of this study could be summarized as follows. 1. Direction of policy and service should be mutual or dual-directed. According to the analysis result of support services, most of migrants are considered in supporting them. But, other family members who live together with them must be considered as well. 2. Local governments use its public system for research on international married family, resulting in proper support system building. and local governments enact international married family support regulations, which can be a ground for continuous support provision. 3. Develop and deliver programs and services proper to migrant women according to their backgrounds such as life cycle, age group, educational background, nationality, length of settlement, and language proficiency level. 4. Education programs and support is in need for children of international married family. They might include building a local children center and after-school programs relevant to their developmental stage. 5. Productive educational programs should be developed to deepen the understanding on multiculturalism.
