An Evaluation on the Experience of Workable Child Care Service for Low-income family and Direction of Child-care Policy

본 연구는 2007년에 한국노동자협의회가 사회복지공동모금회의 지원으로 전국 6개 지역을 대상으로 실시한 ‘저소득층 보육 도우미 파견을 통한 사회적 일자리 지원사업’ 중 2007년도 9월 현재 광주광역시의 수혜가구들을 대상으로 현재 실시되고 있는 가정보육 서비스에 대한 수혜자들의 의견, 보육서비스 실시 전후에 나타난 가족 및 아동들에게 나타난 변화, 그리고 보육도우미 서비스에 대한 기대 및 제언 등을 살펴보았다. 특히 본 연구는 저소득 가정의 빈곤 해결의 대안으로 가정보육사에게는 ‘고용’을 통한 소득보장을, 서비스 수혜자는 ‘보육서비스 혜택’으로 인한 간접적인 소득지원과 경제활동 참여 여건을 개선함으로써 고용창출을 통한 소득보장과 서비스 혜택이 저소득층에게 집중되게 함으로써 저소득가정의 빈곤 해결의 대안을 모색했다는 데 그 의의가 있다. 연구결과, 보육지원 전 자녀양육 문제는 일과 양육을 병행하는 데서 나타나는 문제들을 경험하고 있었다. 또한 대부분 경제적으로 어렵지만 자녀들의 연령이 어리기 때문에 구직에 있어서 한계를 경험하고 있었다. 보육지원 서비스 이후 대상가구의 기대 이상의 만족을 경험하였는데, 보육지원 후 아동은 정서적인 안정, 양육자는 양육자 자신의 심리적 안정, 자녀와의 관계 향상을 위한 시간 확대, 자녀 양육에 대한 능력 향상 등을 경험하였다.

This research has been conducted in order to address parents' concerns about child-care for low-income families. For this purpose, this study has analyzed the make-work service through the providing childcarer for low-income family by sponsored Community Chest of Korea. Especially, the target of the analysis was the parents in the povided childcarer by the KWWA(Korea Women Workers Association) by sponsored Community Chest of Korea. The participants for the study included six parents who were provided with a home-care teacher. The data were collected by interview, and analyzed qualitatively. The results are as follows: First, most parents who experienced the service were generally satisfied in that they liked the quality of nutrition education and the quality of study that was developed for the child. Therefore, the management of council and maintenance education should always be included in the childcaresystem. Second, the parents wanted emotional support for the child. Third, the parents needed the service thought number of beneficiary to be increased. Finally, the parents wanted the education of nutrition for child. Therefore researcher is proposing following supporting policies for the improvement of the childcare service for low-income family: establishing identification for the childcarer, approaching by social welfare perspective.
