지역아동센터에서의 사례관리실천 방안에 관한 연구

A Study on the Case Management Practices in Community Children's Centers

지역아동센터는 2004년 종합적인 아동복지서비스를 제공하는 아동복지시설로 법제화되면서 양적으로 급속하게 성장해오고 있는 가운데 질적으로도 운영의 체계성과 전문성을 갖출 것이 요구되고 있다. 지역아동센터를 이용하는 아동의 대부분은 저소득 가정 및 가족기능이 약화된 가정의 아동들로 복합적인 욕구를 가지고 있어서 포괄적인 서비스를 지역사회차원에서 발굴․연계해 주는 사례관리의 실천이 요구된다. 본 연구는 지역아동센터에서의 효과적인 사례관리실천을 모색하기 위한 연구이다. 본 연구에서는 지역아동센터의 사례관리의 필요성과 방향성을 제시하고, 사례관리의 주요 구성요소를 중심으로 각 구성요소별로 지역아동센터에서 가능한 여러 대안들을 살펴보며, 현재의 지역아동센터의 여건에 비추어 가능한 방법을 중심으로 지역아동센터에서의 사례관리의 운영방안과 보다 성공적인 사례관리를 위해서 앞으로 주요하게 다루어져야 할 영역이나 과제 등에 대해서 살펴보았다. 지역아동센터에서의 사례관리의 주요 방향으로는 아동 및 가족에 대한 통합적인 접근, 아동 및 가족의 욕구에 기초한 개별화, 아동의 성장과 발달을 위한 연속적인 보호, 아동 및 가족의 적극적인 참여, 강점관점 등이 제시되었다. 사례관리의 구성과 운영에 대해서는 사례관리의 주체기관, 사례관리의 대상자 선정, 지역사회자원동원, 사례관리 담당자 및 주요 역할을 중심으로 논의하고 있다. 결론에서는 지역아동센터에서의 체계적인 사례관리실천을 촉진하기 위해 필요한 노력에 대한 제언과 앞으로의 연구과제 등을 제시하고 있다.

In spite of the rapidly increasing number of community children's centers since 2004, they have been continuously criticized for their administrative systems being poorly organized and the quality of services provided to the children being inadequate for the needs of the children and their families. Moreover, many children enrolled at community children's centers are from impoverished families, single-parent families, and/or grandparent-grandchildren families. Therefore, they tend to have multiple needs and problems. These kinds of circumstances provoke the field of social work in Korea to consider case management practice as a pivotal duty for the center in providing comprehensive services to children and their families. The purpose of the study is to explore the theoretical features of effective case management practice at the community children's centers. The study presents the principles of case management for the centers: (1) integration of children and family,(2) individualized services, (3) comprehensive and successive services, (4) participation of children and parents, and (5) strength perspective. In addition, the study examines the possible alternatives in terms of the four major components of case management: (1) case management agency, (2) target client, (3) community resources, and (4) case manager. Finally, the study discusses the major tasks for developing effective case management atthe centers and future research areas related to case management at the centers.
