영국 노인의 현금직접지급 정책 수혜 경험에 관한 사례 연구

A Qualitative Case Study on the Experiences of Using Direct Payment by Older People in the United Kingdom

본 논문의 목적은 영국 노인들이 장애인 운동과 시민권에 기반하여 형성된 노인 현금직접지급 정책 수혜의 실제 경험을 질적으로 분석하는 것이다. 연구 대상자는 영국 런던에 거주하면서 노인 현금직접지급 정책 수혜 대상자인 65세 이상 장애 노인 23명이고, 자료 수집은 반-구조화된 심층 인터뷰(Semi-structured Depth Interview)를 통해 이뤄졌다. 자료의 분석은 지오르기(Giorgi)의 현상학적 분석 방법에 따라 이뤄졌다. 분석 결과 긍정적 경험과 부정적 경험이라는 두 가지 구성 요소가 발견되었으며, 전자는 다섯 가지 하위 구성 요소로, 후자는 네 가지 하위 구성 요소로 재분류 되었다. 즉, 긍정적 경험은 노인이 서비스의 수혜 시간, 장소, 제공자와 내용을 결정할 수 있는 점과 가족 간 갈등 해소에 도움이 된다는 것이었다. 반면, 부정적 경험은 지급 받은 현금 관리의 어려움, 서비스 제공 부 자격자 관리 실패로 인한 피해, 서비스에 대한 구체적인 정보 접근의 어려움, 복잡하고 느린 행정 절차였다. 이와 같은 분석 결과를 바탕으로 한국의 노인복지 정책 발전의 잠정적 가능성에 대해 논의하였다.

The purpose of this research is to qualitatively analyze the experiences of British older people who have exercised the direct payment option. Semi-structured depth interviews as well as Giorgi's phenomenological analysis tool were applied to analyze the responses of 23 older people living in London. The analysis reveals five positive experiences as well as four negative experiences. The former includes possibility for older people to determine the time, place, provider and contents of the service with the effect of decreasing family conflict. The latter encompasses difficulties in managing cash, damages caused by unqualified service provider, limited information access for service, and complicated and slow administration. The findings derived from this research provide policy implications for improving Korean welfare policies for older people.
