아동 그룹 홈 사례관리 구성요소에 대한 종사자들의 주관적 인식

A Qualitative Study of Worker Subjective Perception of the Components of Case Management in a Group Home for Children

아동 그룹 홈은 대규모 집단 시설 위주의 아동복지정책이 가정을 중심으로 한 지역사회 보호 방식으로 변화되는 과정에서 도입된 아동보호 형태이며, 점점 증가추세에 있다. 그러나 아직 그룹 홈의 구체적인 서비스 내용이나 방법에 대한 논의는 미약한 상황이다. 이에 본 연구는 아동 그룹 홈 사례관리에 대한 탐색적 연구로서 사례관리에 대한 종사자들의 인식을 그 구성요소를 중심으로 파악하였다. 이를 위해 그룹 홈 종사자 7명을 대상으로 심층면접을 실시하였으며, 원 자료를 범주화 하여 분석하는 주제 분석을 실시하였다. 핵심 연구 결과는 다음과 같다. 먼저 연구 참여자들은 개인적인 열정으로 일하고 있지만 기본적으로 아동과 그 가족을 통합적으로 인식하지 못하고 있었으며, 자원동원과 관련하여 비전문적인 인식을 형성하고 있었다. 또한 여러 가지 상황적 한계로 인해 사례관리를 본격적으로 수행하기에는 역부족이라는 인식을 형성하고 있었다. 따라서 향후 아동 그룹 홈에서의 체계적인 사례관리를 위해서는 대안 가정 혹은 대리 양육자로서의 전문성을 향상 시킬 수 있는 교육체계의 마련과 함께 물리적이고 제도적인 뒷받침이 이루어져야 함을 알 수 있었다.

The number of group homes for children is increasing as a new type of child protection introduced as a result of the transition of child welfare policies from residential institutions to community‐based services. However, there have been few discussions of the contents or methods of group home services. Thus, as early research on the case management of group homes for children, this study was conducted in order to survey workers’ perceptions of case management and its key components. The data were collected through purposive sampling and in-depth interviews with seven workers who were working at a group home for children and were analyzed through a thematic analysis. The major findings from the in-depth interviews are discussed below. Group home social workers perceived case management centering on children and their problems rather than on children and their families integratively. In addition, they considered themselves unequal to case management and did not perceive a group home to be a facility that requires case management as a precondition. In conclusion, there should be efforts inside and outside group homes to carry out systematic case management focusing on clients’ strengths.
