다문화가족 사례관리모델 개발을 위한 탐색적 연구

An Exploratory Study to Develop a Case Management Model for Multicultural Families in Multicultural Family Support Centers: Occupational Perceptions of Service Providers Involved in Case Management Services

본 연구는 다문화가족지원센터의 다문화가족사례관리 시범 실시를 통해, 사례관리 실천의 효과성을 탐색하고 이를 바탕으로 다문화가족사례관리 모델의 방향을 모색하고자 하였다. 이를 위해 시범사업에 참여한 종사자를 대상으로 포커스 그룹 인터뷰를 통해 다문화가족사례관리에 대한 경험을 분석하였으며, 결과는 다음과 같다. 첫째, 다문화가족사례관리자들의 사례관리에 대한 이해는 사례관리 개념, 목적에 대해서는 혼돈된 상황에서 서비스를 시작하였으나, 사업이 진행됨에 따라 개념에 대해 명료하게 인식하고 있는 것으로 나타났다. 둘째, 다문화가족사례관리자의 자질에 대한 인식은 사례관리자 대상 교육과 수퍼비전의 경험을 통해 명료화되었다. 셋째, 다문화가족사례관리의 과정과 관련하여 사례관리자들은 대상자 선정이 어렵고, 실천과정 전 과정에 대한 이해 및 체득 기회의 부족 등이 서식기록의 어려움과 복잡함으로 이어지고 있음을 인식하게 되었다. 넷째, 다문화가족지원센터의 사례관리사업에 대한 내부 환경은 현재 사례관리를 수행하고 있는 기관의 수행체계는 기관에 따라 차이가 큰 것으로 나타났다. 다섯째, 다문화가족사례관리 활성화에 대한 방안으로 이들 사례관리자들은 크게 다문화가족사례관리자의 역량 개발 및 강화의 필요, 다문화가족사례관리자를 위한 교육과정의 확대 및 수정, 센터 내부와 외부의 운영체계 활성화 등을 제안하였다.

This study aimed to explore the effectiveness of case management practices through pilot case management for multicultural families in multicultural family support centers, and to explore the direction of the case management model. In order to do this, we analyzed experiences obtained in case management of multi-cultural families through focus group interviews aimed at practitioners who participated in pilot projects. The results are as follows: First, when asked about multicultural case management, the case managers were initially confused about the concept of case management and its purpose, but came to understand the concept over time. Secondly, the qualities of a multicultural family case manager have been clarified through education and supervision for the case managers. Thirdly, case managers experienced difficulties in selecting subjects for the process of multicultural family case management, and the lack of understanding of the process and scarce opportunities to practice case management led to the difficulty and complexity in documentation.
