Child Abuse and Social Work Intervetion

1. Child abuse is a global phenomenon, In every society and in every period of human history, children have been subjected to some forms of abuse and neglect. In terms of definition and scope, child abue has been extended from baby battered syndrome, a limited age and type of abuse to physical and psychological abuse and neglect, maltreatment, that is to day, a complehensive conception and scope. Today, child abuse has become an increasing social issue. 2. No fully accurate figures are available to judge nation-wide incidence and prevalence of child abuse and neglect in Korea. Very few incidence sturdies and researches we have, and that, there are big gaps between incidence and frequency by the researchers, due to lack of common consented conception and scope of child abuse and neglect so far. 3. With resepct to prevention activities, Korean Council on Social Welfare in 1979 and Seoul Municipal Child Guidance Clinic in 1985 took steps to establish the reporting center for the abused children, however, such attempts turned out fruitless, due to the lack of public relations and inertia of people participation. In a true sense, effort for child abuse in Korea has come to be activated by Korean Association for the Prevention of Child Abuse and Neglect which was established in 1988. 4. Regarding the cause of child abuse, socio-cultural factor, family stress and socio-environmental factor are the main origins. As to the methods of intervention, there are psychopathological, sociological and socio-psychological approches. It is-noteworthy to analyze the typical patterns of parents to intervene, and there are Hostile-aggressive, Rigid-compulsive, Passive-dependent, Dispalced abuse, and Severe mental illness types of parental personalities. 5. Of ideal approaches, in accordance with evaluation and priority, home-visiting for protective service, demonstration of community power operate emergency shelter, initiate home-maker service and patrents training such as modeling and role-play should be considered. 6. In conclusion, with respect to identification, protection and treatment of child abuse and neglect in Korea, problems and tasks are definitional dilemma, lack of reporting system legislation activities, and inertia of civic society to prevent child abuse and neglect.
